Job description

POSITION SUMMARY:

The Technical Recruiter will lead full-cycle recruitment efforts, including requisition and job description development, talent sourcing, candidate screening and evaluation. This role partners closely with hiring managers and HR Business Partners to attract, assess, and secure top talent while ensuring compliance with company policies, employment laws, and industry regulations.

JOB FUNCTIONS AND KEY RESPONSIBILITIES:

  • Manage end-to-end recruitment process from requisition intake, refining job descriptions, sourcing, screening, interviewing, selection, and offer letter creation 

  • Identify and source candidates for open positions from targeted recruiting platforms, applicant tracking systems, direct sourcing, industry / professional organizations, networking, etc.

  • Collaborate with hiring managers and HR Business Partners to identify skill gaps and workforce needs, ensuring alignment with Targa's business needs

  • Build strong business relationships with the hiring managers to better understand their business

  • Develop relevant sourcing solutions and provide excellent customer service

  • Create and submit job requisitions accurately ensuring the job description and essential requirements are aligned with business needs

  • Create offer letters accurately and timely, ensuring alignment with approved compensation, terms, and company policy requirements

  • Conduct timely screening of resumes and assist Hiring Managers with pre-screening  and recruiting needs throughout the recruitment process

  • Provide clear, actionable updates to HR team and management 

  • Support continuous improvement of recruiting processes, tools, and practices to enhance efficiency, consistency, and scalability 

  • Maintain high accuracy of data within the ATS ensuring consistency and compliance

  • Advise leadership on talent markets, candidate expectations, and effective selection strategies 

  • Partner with hiring teams to set expectations, maintain alignment and drive accountability for timely and effective hiring decisions 

  • Leverage recruitment analytics to identify trends, optimize hiring workflows, and improve candidate experience from application through onboarding

  • Serve as an ambassador of the organization by effectively communicating Targa's value to attract high-caliber talent

  • Perform other duties as assigned

MINIMUM ESSENTIAL QUALIFICATIONS:

  • Bachelor's degree in Business, HR or related field

  • 5+ years recruiting experience

  • Strong understanding of recruiting Engineering talent across various disciplines including but not limited to: Process Engineers, Project Engineers, Pipeline Engineers, Electrical Engineers etc. 

  • Proven track record of driving recruitment using effective recruiting strategy, on-line resources, networking, and sourcing

  • Must possess a deadline-oriented and hands-on approach to recruiting with demonstrated ability to achieve recruiting goals in a timely manner

  • Excellent verbal and written communications, with various levels throughout the organization

  • Demonstrated ability to develop strong relationships with hiring managers and  candidates to support an effective high-quality recruitment process 

  • Experience managing 3rd party recruiting agencies

  • Strong attention to detail

  • Strong customer services skills

  • Ability to travel as needed (to include overnight trips) to attend recruiting events

  • Proficient computer skills to include Microsoft Office products (Word, Excel, etc.)

  • Ability to work well within a team environment

  • Regular and reliable attendance

PREFERRED QUALIFICATIONS:

  • Experience recruiting Technical Field Operations, Engineering and Construction in oil & gas/energy industry

  • Experience with ATS and HRIS systems

  • Experience leveraging AI tools to assist with recruiting process.
