Job description

Summary:
The Talent Development Program Manager partners closely with business leaders to shape and advance talent and organizational development strategies that strengthen workforce capability and business performance. This role operates with a high degree of ownership, balancing strategic leadership with hands-on execution. The position develops and integrates practical and impactful enterprise talent programs that enhance employee development, including performance management, employee engagement and listening strategies, leadership development, and DEI initiatives, ensuring alignment with business priorities and measurable outcomes.
Essential Job Functions: Included but not limited to the following:

Strategic Development and Partnership:
  • Partner with business leaders and HR Business Partners to identify talent development requirements and recommend targeted solutions aligned to business outcomes.
  • Drive alignment of talent programs to enterprise strategic pillars, ensuring consistency and connection across multiple initiatives.
  • Translate business strategy into an integrated talent program roadmap, maintaining clear objectives and work processes.
  • Guide and coach business leaders on effective performance management, feedback, development planning, and team optimization tools and strategies.
  • Lead change management efforts to drive adoption of talent programs ensuring strong leadership engagement and sustained behavior change.

Program Leadership and Delivery:
  • Own end-to-end delivery of large-scale enterprise initiatives (performance management, engagement strategy, leadership development, DEI).
  • Lead the design, execution, and evolution of leadership development programs and learning experiences.
  • Establish governance frameworks, timelines, milestones, and success metrics to ensure disciplined execution and accountability.
  • Collaborate with cross-functional stakeholders (HRBPs, COEs, IT, Communications) to drive alignment and effective implementation.

Learning Design and Facilitation:
  • Design and deliver high-impact learning experiences (e.g., workshops, toolkits, and resources) that build leadership and enhance employee capability.
  • Facilitate leadership development sessions, team workshops, and targeted interventions.
  • Create scalable development resources and materials, including job aids, guides, and microlearning content.

Insights and Continuous Improvement:
  • Translate data insights into prioritized action plans and program enhancements aligned to business outcomes.
  • Define, track and report KPIs tied to outcomes such as engagement, retention, and leadership effectiveness.
  • Present insights and recommendations to senior leadership to inform strategic decisions.
  • Perform other related duties as required.

Minimum Required Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Bachelor's degree in Human Resources, Business, Organizational Development, or related field.
  • 8 - 10 years of experience in Talent Development, Learning & Development, or Organizational Development.
  • Demonstrated ability to effectively influence and partner with stakeholders at multiple levels.
  • Experience designing and delivering impactful development resources and programs.
  • Ability to analyze data and translate insights into actionable strategies.
  • Strong program management experience, including governance, stakeholder management and large-scale execution.
  • Proven ability to operate effectively across strategic and operational domains.

Preferred Qualifications:
  • Experience designing enterprise talent development programs.
  • Experience with HR or learning systems (e.g., UKG Pro, Workday, LMS platforms).
  • Experience leading organizational change initiatives or program adoption efforts.
