Position at The Port Authority of NY & NJ
About the Role
The Port Authority is seeking a proactive and innovative Talent Management professional who is passionate about developing people, enhancing employee experience, and driving organizational effectiveness. This role is ideal for someone who enjoys building programs, leveraging technology, analyzing data, and partnering with stakeholders to create meaningful opportunities for employee growth, recognition, and development. The successful candidate will partner closely with HR Business Partners, and agency managers to modernize talent programs that strengthen organizational capability, enhance the employee experience, and prepare the workforce for the future.
The Talent Management Specialist serves as part of the Talent Strategies and Engagement team and manages several of the Port Authority's Talent Management programs; these programs and the requisite responsibilities for each are defined below.
Responsibilities
Performance Management and Talent Systems
  • Serve as the lead for the organization's Performance Management Program and supporting technology platform, ensuring effective system administration, maintenance, and continuous improvement.
  • Coordinate the annual Talent Management Cycle, including performance management and career conversations program processes.
  • Develop and maintain program resources, including standard operating procedures, job aids, training materials, and reference guides.
  • Design and facilitate instructor-led and virtual training sessions for employees, managers, HR Business Partners, and department administrators on performance management and employee development topics.
  • Drive continuous improvement and implement program enhancements, and partner with stakeholders to manage through all changes.

Reporting, Analytics & Business Intelligence
  • Develop dashboards, reports and presentations that measure program effectiveness, compliance, and employee engagement. Drive communication and utilization of dashboards.
  • Analyze talent management data to identify trends, provide actionable insights, and support organizational decision-making.

Employee Recognition Program
  • Lead the administration and continuous improvement of the organization's employee recognition programs
  • Develop communications, campaigns, and engagement strategies that promote participation and foster a culture of recognition.

Leadership Development Programs
  • Manage the end-to-end planning and delivery of the bi-annual Leadership Development Program for front-line, unionized Supervisors.
  • Coordinate vendors, subject matter experts, participant communications, logistics, technology, and the executive leadership panel to ensure high quality learning experience.
  • Evaluate program outcomes and implement enhancements based on participant feedback and business needs.

Vendor Management and Continuous Improvement
  • Serve as the primary liaison for Talent Management vendors, managing contracts, renewals, implementation activities, and ongoing partnerships.
  • Identify opportunities to improve Talent Management processes through automation, technology, and Artificial Intelligence (AI) to enhance efficiency and the employee experience.
  • Perform other Talent Development and Talent Management responsibilities and special projects as assigned.

Minimum Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, Industrial/Organizational Psychology, Psychology, Organizational Leadership, or a related field, or equivalent combination of education and experience.
  • Minimum of four (4) years of progressively responsible experience in Talent Management, Human Resources, Learning & Development, or related HR project management.
  • Advanced proficiency in HRIS systems, Microsoft Office, particularly Excel, PowerPoint, and Word.

Desired Qualifications
  • Experience managing multiple complex projects simultaneously while meeting deadlines.
  • Experience coordinating cross-functional initiatives with internal stakeholders and external vendors.
  • Strong analytical skills; able to create data visualizations and communicate and train on data outcomes.
  • Strong organizational, communication, and project management skills.
  • Excellent customer service and relationship management skills.
  • Experience administering Performance Management, Talent Management, Reward & Recognition or Learning Management Programs and Technologies.
  • Experience creating in-person and digital learning content for both employees and managers. This includes instructional videos, and communications campaigns.
  • Experience in contract management.
  • Knowledge of change management methodologies (Prosci™or similar).
  • Experience leveraging Artificial Intelligence tools to improve HR processes and employee experience.
  • Experience working in a large, complex organization with multiple stakeholder groups.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $90,012 Midpoint: $117,018 Maximum: $144,014
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
