This Acquisition Program Management will support the United States Air Force School of Aerospace Medicine (USAFSAM) Aeromedical Research Department Human Performance Branch (FHOH). USAFSAM is an international center for education, training, consultation, research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. USAFSAM provides around-the-clock response and consultative capability for aeromedical, chemical, biological, and radiological health hazard needs. The Human Performance Branch (USAFSAM/FHOH) supports Air Force Medical Service research interests in the areas of performance optimization, selection, assessment, and resilience, personalized performance (pilot/operator, physiology, and cognition), and aircrew health and mishap prevention.
The contractor shall provide Advisory & Assistance Services for program management support and assistance necessary to aid in the mission accomplishment of USAFSAM/FHOH. The contractor employee shall be professionally and technically qualified with a minimum APDP Level II certification in Acquisition Program Management or Project Management Professional Certification and a minimum of 5 years of experience in Department of Defense Acquisition Program Management. Equivalent Project Management Professional (PMP) certifications are acceptable. Minimum education required is a Bachelor's degree. Relevant education/training and experience may be considered an acceptable substitute for certifications.
- Provide program management expertise to support day to day operations within the Human Performance Research portfolio. The contractor shall apply acquisition and program management principles, and expertise to guide program and project accomplishment through the various phases of the acquisition cycle. The contractor shall follow in-place administrative and monitoring support tools as required to perform daily operations associated with establishment, maintenance and oversight of medical modernization projects.
- Participate and provide guidance in the development of strategic and tactical acquisition planning by defining the scope, cost, schedule and performance parameters necessary to successfully execute projects within the Human Performance Research Portfolio.
- Plan, organize, and coordinate activities of functional specialists including scientist, engineering, contracting, program control, test and logistics.
- Demonstrate capability to collect, analyze and appraise acquisition data required to draw conclusions and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
- Possess and/or engage in learning defense acquisition and aerospace medical research policies and regulations and recommend appropriate action consistent with those guidelines. The contractor shall be/become familiar with research processes including Institutional Review Board (IRB) and Institutional Animal Care and Use Committee (IACUC) approvals. Using this knowledge, the contractor shall proof read and edit project plans, research proposals, and data collected by program management team and/or support staff members for accuracy and consistency.
- Identify and document programmatic risks using expert judgment and historical data; implement approved actions and workarounds required to mitigate and minimize the impact of project risk.
- Conduct all necessary contracting activities required to support project contract awards within the portfolio. This shall include preparing a statement of work and supporting documents for Request for Proposal release, and ensuring the necessary controls are in place to monitor the contract once awarded.
- Design implement, and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
- Utilize financial/programming data systems to retrieve, process, and synthesize information, generates reports to support analysis, and documents requirements for additional system capabilities.
- Perform budget tasks and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
- Provide technical guidance, advisory support, and assistance on a wide range of management issues.
- Represent the organization at the executive levels within the Government and to contract/industry representatives. If requested, participates in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated, and collaborations within and outside of the 711th Human Performance Wing.
- Demonstrate proficiency in Microsoft software programs which include: Word, Outlook, PowerPoint, and Project Word documents, Excel spreadsheets, PowerPoint presentations, etc. to support the expansion of electronic products required for project reporting and management oversight delivered to Major Commands, management officials and identified program/project stakeholders (Semi-Annual Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews).
