Job description

This is not a bureaucratic support role. We are seeking an experienced Export Compliance Manager with the regulatory expertise and seasoned judgment to step directly into the role of Empowered Official (EO) under 22 CFR 120.25. You will fully own the ITAR/EAR export compliance program, holding independent signature and certification authority for all license applications, agreements (TAAs, MLAs), and federal submissions. You will serve as the primary point of contact with the DDTC and other U.S. Government agencies.

Key Responsibilities

  • Empowered Official Leadership: Serve as the company’s designated EO, taking independent accountability for our ITAR compliance posture and signing off on critical submissions.
  • Licensing & Agreements: Prepare, submit, and track DSP-5, DSP-73, DSP-83 licenses, as well as TAAs and MLAs through the DECCS system.
  • Government Relations: Act as the primary liaison to the DDTC, BIS, and other regulatory bodies.
  • Contract Support: Guide compliance execution for both Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) contracts.
  • Logistics & Screening: Oversee restricted-party screening, conduct commodity classifications, and review international shipping logistics and documentation.
  • Program Building: Update standard operating procedures (SOPs), maintain the Export Compliance Manual, and lead internal training for engineering and business development teams.

Required Qualifications

  • Experience: 8–10 years of progressive U.S. export compliance experience within the aerospace or defense industry.
  • EO Status: Direct prior experience serving as a designated Empowered Official (22 CFR 120.25) with independent signature authority is strictly required.
  • Technical Tools: Deep, hands-on experience with DDTC registration, DECCS, and developing complex licensing applications (DSP variants, TAAs, MLAs).
  • Contract Knowledge: Working familiarity with Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) structures.
  • Legal Requirements: Must be a U.S. Person (as defined by ITAR). Ability to obtain a U.S. Government security clearance is preferred.

Preferred Qualifications

  • Experience supporting maritime, naval, or unmanned autonomous systems.
  • Experience with co-production or technology transfers with foreign partners (especially in the Indo-Pacific/Taiwan region).
  • A JD, paralegal certificate, or advanced legal/compliance credential.
