To direct and manage the activities and operations of the County's Water Utilities Department, which include the operation, maintenance, and repair of the water and wastewater systems and water quality activities that ensure public health, safety, and welfare.
Major Duties
  • Ensures compliance with relevant federal and state regulations; gathers data and prepares reports to demonstrate compliance.
  • Coordinates the renewal of state discharge permits; gathers data and prepares discharge monitoring reports as required.
  • Represents the department before the Commissioner's Court through presentations on relevant topics and preparation and explanation of agenda items.
  • Evaluates annual revenues and expenditures and recommends required water and sewer rates to the Commissioner's Court.
  • Prepares department budget and oversees implementation and administration of approved budget.
  • Directs and manages all the staff assigned to the Utilities Department, including hiring, selection, performance appraisals, discipline, and termination.
  • Reviews and approves the time, material, and equipment used in department activities.
  • Recommends goals, objectives, policies, and procedures for the Utilities Department.
  • Develops and implements maintenance procedures.
  • Responds to and assists with after-hours emergencies.
  • Ensures safe work practices by department personnel.
  • Directs the emergency operations of the Utilities Department.
  • Maintains, evaluates, and analyzes plant records and reports for accuracy and completeness.

Minimum Qualifications
  • Bachelor's Degree from an accredited college or university in Civil Engineering, Environmental Engineering, Business Administration, Public Administration, or a closely related field.
  • Must have a minimum of five (5) to ten (10) years of experience in the administration of programs for water utilities and/or the wastewater field, including at least five (5) years in a supervisory position.
  • Must have a Class C License in Surface Water Treatment and a Class C License in Wastewater Treatment from the Texas Commission on Environmental Quality (TCEQ).
  • Ability to obtain a Class B License in Wastewater Treatment within one ( 1 ) year of employment.
