PURPOSE OF POSITION Develop aligned, high-performing training system solutions through the analysis, design, development and implementation of innovative high-quality products and solutions. Develop curriculum and solutions that enhance operational performance and professional development. Align interventions with training and performance needs.

Support research and innovation initiatives. Support the design and implementation of Learning Management Systems and Solutions. Performance requirements include, but are not limited to: Needs Assessment: Conduct front-end analyses to identify performance gaps, target audiences, and specific training needs.

Instructional Design: Apply adult learning theories and design models (e.g., ADDIE, Bloom's Taxonomy) to outline learning objectives and structures Content Development: Write copy, create storyboards, and develop multimedia instructional content (videos, graphics, simulations, and assessments). LMS Administration: Build and deploy courses within Learning Management Systems. Evaluation & Improvement: Perform formative and summative assessments to measure course effectiveness and learner progress QUALIFICATIONS: Education: Bachelor's degree or equivalent experience required

Training and Experience: Five (5) to Seven (7) years of Instructional Systems Development experience (Ten years preferred) to include front end analyses, training needs analysis, instructional design and development, implementation and evaluation. Experienced in user-centered design in synchronous, asynchronous and remote delivery of learning products and systems. Experienced in the design, implementation and management of Learning Management Systems to include LMS features, organization, and feature utilization.

Extensive project management experience applied in individual and team-based contexts. Aviation and military experience a plus. Portfolio/Work Samples welcomed Skills: Creative and innovative thinking Managing priorities and time within complex and evolving initiatives Aptitude in decision-making and problem-solving.

Team-player with the ability to work independently and proactively Expertise in application of learning theory and Instructional Design development practices and methodology. Development of rapport and trust with subject matter experts to design and develop targeted learning solutions. Strong analytical skills.

Professional technical writing and verbal communication skills. Computer Skills: Microsoft Teams Microsoft Office (PowerPoint emphasis for storyboarding) Jira and Confluence (Preferred) Learning Management Systems Articulate Rise Articulate Storyline Course publishing tools and digital learning development environments DUTIES AND RESPONSIBILITIES: Conduct front end analyses and needs assessments ensuring data driven decisions and solutions Apply best practices in instructional design to ensure student-centered learning; objectives-based content creation, student engagement and evaluation methods Design, develop, and review courseware for instructional integrity, including adapting course objectives and content to conform to ISD standards and adapting presentations to meet business requirements and standard formats (new design, fonts, graphics, etc.) Participate in internal training and performance analyses to identify performance gaps and opportunities for advancing operational performance within corporate and contracted efforts Follow and comply with CTI and ALT Team processes, standards of development, and style guides. Develop, evaluate, and ensure quality control of products in adherence to CTI development standards and/or Contract standards and processes

Organize and manage multiple projects and effectively communicate with business leaders, clients, subject matter experts, and staff in order to fulfil taskings and assignments. Demonstrate personal accountability and self-discipline in the prioritization and accomplishments of tasks to ensure priorities and timelines met. Design and utilize LMS to assign, load, and track courseware for students, manage users, run reports, and troubleshoot issues As applicable, guide Instructional Designers (IDs) and review instructional materials to ensure alignment with instructional strategy and program requirements.

Ensure formative and summative evaluation frameworks are applied to measure training effectiveness. Facilitate development of comprehensive evaluation programs that detail knowledge and performance changes, operational impacts, and ROI/ROE with quantitative and qualitative data. Coordinate with SMEs and LMS designers to ensure instructional designs translate effectively into LMS-supported learning experiences.

Research new technologies and techniques in the learning community. Perform other incidental and related duties as required and assigned. SUPERVISORY/MANAGEMENT RESPONSIBILITY: None.
