Astrion has an exciting opportunity for a Senior Test Engineer for the 96th Cyber Test Group task order, supporting the Detachment 1 at Hanscom AFB, MA. The initial focus of this position is on the Common Very Low Frequency (VLF) Receiver Increment 2 (CVRi2).
Astrion has worked extensively with the Department of Defense executing a Technical Management and Advisory Service (TMAS) contract where it has earned a reputation for on-time delivery of high-quality products tailored to the needs of its clients. The TMAS2 team is searching for a senior test manager with experience planning overarching test solutions and organizing Integrated Test Teams (ITT) in support of United States Air Force (USAF) Command, Control, Communications, Computers, Cyberspace, and Intelligence (C5I) acquisition efforts with an initial focus on the Common Very Low Frequency (VLF) Receiver Increment 2 (CVRi2).
As a member of an integrated product team, the individual would provide acquisition T&E (including Cybersecurity T&E) consultation, advisement, and assistance to a partner organization (typically a Program Management Organization) in crafting, tailoring, and proactively managing an enterprise test solution for the program across the weapon system's lifecycle.
REQUIRED QUALIFICATIONS / SKILLS
  • Under this contract, Subject Matter Experts do not require specific experience/education qualifications but are typically identified as recognized Industry leaders for a given area of expertise. Typically, a minimum of a Bachelor's degree in a relevant technical field and 10 years of relevant experience is seen.
  • Secret clearance with the ability to obtain and maintain a TS/SCI.
  • U.S. Citizenship required
  • Significant understanding of DOD acquisition and test and evaluation methodologies, processes, and activities
  • Experience developing and reviewing Test and Evaluation Master Plans, Test and Evaluation Strategies, Test Plans, and Test Procedures.
  • Experience with airborne network infrastructures, information technology, or C4ISR systems.
  • Familiar with DevSecOps and Agile software development practices.

PREFERRED QUALIFICATIONS / SKILLS
  • Knowledge in DoD and AF T&E Instructions, Policies, and Manuals, including DOD 5000.89 and DAFI 99-103.
  • Experience with CVRi2 capabilities and employment.
  • Experience with commercial cloud-based infrastructures, platforms, and services is desirable.
  • Experience with modern cybersecurity approaches for multi-level security, zero-trust, and data encryption is desirable.
  • Experience with modular software architecture and Cloud-native applications or platforms is desirable.
  • Experience with SW test strategies and fundamentals
  • Functional test experience, particularly for aircraft modifications
  • Project management experience (leading team execution within schedule and cost constraints)

RESPONSIBILITIES
  • Provide strategic test support and guidance to the integrated product teams
  • Participate in test planning, test execution, data collection, data analysis, assessing systems effectiveness, and test reporting
  • Provide guidance and support the development of test-related documentation (i.e. test plans, test procedures, Test and Evaluation Master Plans, Test Strategies, etc.) for technical rigor
  • Participate in product development demonstrations executed by the development contractor and government organization throughout the acquisition lifecycle
  • Review system performance requirements for testability and measurability, develop test objectives, develop test methods and detailed test procedures, develop specification data requirements, identify instrumentation and test support equipment requirements, coordinate with test support agencies and ranges, and other DT&E tasks
  • Review technical specifications and system design documents
  • Facilitate test planning meetings, technical interchange meetings, and system design reviews
  • Review and comment on programmatic documents to include test and evaluation master plans and qualification test procedures for systems under test
  • Coordinate with system program offices to define test methods and objectives, and develop test plans and procedures for newly developed or modified C4ISR systems
  • Coordinate with internal and external test communities and support activities to schedule test resources, ranges, facilities etc.
  • Define data requirements and coordinate with instrumentation and data personnel to ensure required data is collected
  • Brief test members and support personnel on mission objectives, duties, and responsibilities to execute integration lab and other test events
  • Conduct and direct systems test events to accomplish planned test objectives
  • Provide technical advice and assistance to military test directors
