BKF Engineers is seeking an experienced Qualified SWPPP Developer (QSD) to support construction-phase environmental compliance services throughout California. The ideal candidate will have approximately 8+ years of experience managing stormwater compliance programs, conducting construction inspections, implementing Storm Water Pollution Prevention Plans (SWPPPs), coordinating with contractors and agency personnel, and serving as a trusted advisor to project teams. This position will play a key role in helping clients maintain compliance with California's Construction General Permit while supporting BKF's multidisciplinary transportation, municipal, utility, and infrastructure projects.

Responsibilities

  • Serve as the designated QSD & QSP for construction projects in accordance with California Construction General Permit requirements
  • Conduct routine and rain event inspections, site assessments, and compliance audits
  • Implement and oversee SWPPP requirements, BMPs, erosion and sediment control measures, and corrective actions
  • Review project sites for permit compliance and identify potential environmental risks
  • Coordinate with contractors, construction managers, regulatory agencies, and client representatives to resolve stormwater compliance issues
  • Prepare inspection reports, corrective action reports, sampling records, rainfall documentation, and regulatory correspondence
  • Perform stormwater monitoring, sampling, data management, and QA/QC review of field documentation
  • Assist in the preparation, review, and amendment of SWPPPs and Permit Registration Documents (PRDs)
  • Provide technical support related to dewatering activities, spill prevention planning, hazardous materials management, and environmental compliance during construction
  • Support proposal development, scope preparation, cost estimating, and project pursuits
  • Mentor and train junior inspectors and environmental compliance staff
  • Collaborate with BKF project managers, engineers, and environmental specialists

Requirements

  • Bachelor's degree in Environmental Science, Environmental Engineering, Civil Engineering, Geology, or related field
  • Current QSP certification required; QSD certification preferred
  • Minimum 8 years of experience in stormwater compliance, environmental inspection, or construction environmental services
  • Strong knowledge of California Construction General Permit (CGP), SWPPPs, BMP implementation, stormwater monitoring, and regulatory reporting
  • Experience supporting transportation, utility, municipal, water, or civil infrastructure projects
  • Ability to independently manage multiple projects and field assignments
  • Strong technical writing, communication, and organizational skills
  • Proficiency with Microsoft Office Suite and electronic stormwater reporting systems
  • Valid driver’s license and ability to travel to project sites throughout California

Physical Demands: Must be able to regularly talk, hear and operate a computer, keyboard and mouse and occasionally lift, pull/push and carry up to 20 pounds with accommodations.

Work Conditions: Exposure to constant or intermittent sounds at a low or moderate level consistent with an office setting. Exposure to high-stress, fast-paced, deadline-oriented environment. Travel to other BKF locations and client sites may be required.
