Job Description:

L3Harris is seeking a highly skilledSupply Chain Managerto oversee a team of supply chain professionals. Provides advanced expertise to support and manage day-today operations and long-term strategic initiatives of all aspects of the Supply Chain Strategy, Material Planning, Sourcing, MRP execution and Supplier Performance Management of technical products & services to meet business objectives, financial targets, and long-term growth plans. Manages a team of buyers, material managers and subcontracts personnel to optimize key performance metrics including requisition to purchase order (PO) cycle time, PO lines meeting manufacturing dates, pay terms, small business plan goals, and yellow/red suppliers. Over sees and supports implementation of strategic initiatives, as well as activities related to global sourcing, supplier selection, product delivery specifications, and quality. Establishes, implements, and maintains policies, procedures, and material control systems to reduce costs, streamline procedures, and implement solutions. Develops and maintains working relationships with global supply chain partners. Collaborate with Engineering, Manufacturing, Supplier Quality, and Program Managers, and Material Program Managers in securing the best solutions for new or existing programs

Essential Functions:

  • Responsible for developing, implementing and administering supply chain programs, tools and processes for multiple supply chain functions including commodity management, material management, procurement and subcontracts
  • Ensure all supply chain objectives, policies, and initiatives align with corporate, segment and sector strategy, compliance requirements, and budgetary commitments.
  • Leads, develops, trains, mentors, and performance management of direct reports, to drive operational effectiveness
  • Supports preparation and review/approval of labor estimates for Material Management and Procurement requirements (including labor) for bid and proposal efforts in accordance with customer RFP, Statement-of-Work, and other contractual/business requirements.
  • Lead material management to ensure on-time availability of parts, consumables, repairs, and tooling to support customer delivery commitments; Proactively manage material shortages and expedite critical items to support Material on-time to need.
  • Lead strategic sourcing activities including tenders, bids, quotations, contract negotiations, and contract finalization.
  • Oversee supplier performance, contract compliance, issue resolution, and supplier development initiatives; Ensure supplier compliance with safety, quality, regulatory, and contractual requirements.
  • Monitor market trends, raw material costs, regulatory developments, and global conditions to anticipate risks and opportunities.
  • Lead audit readiness and compliance activities across procurement, logistics, inventory, and subcontract management.
  • Establish and maintain effective business continuity and risk mitigation strategies across the supply chain.

Qualifications:

  • Bachelor's Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Minimum 5 years of experience of demonstrated experience in:
    • Leading a team of people and collaborating internally and externally
    • Managing a suite of direct material commodities
    • Negotiating pricing and delivery improvements
      • MRP systems and processes
      • DoD procurement requirements and practices, including FAR & DFAR procurement requirements
      • Materials Management
  • Minimum 5 years' experience of understanding contractual terms and conditions and risk mitigation

Preferred Additional Skills:

  • MBA or Graduate degree in Supply Chain
  • APICS certification
  • Strong communication and interpersonal skills, including the ability to interact with all levels of management.
  • Experience with procurement for electronics manufacturers and with procurement of EEE components.
  • Experience with establishing long-term agreements with the supply base for multi-year procurement contracts.
  • Excellent analytical and organizational skills.
  • Ability to lead with effective management skills to direct and manage employees to achieve program, project, department and business goals and outcomes while maintaining high levels of employee engagement
  • Strong understanding of Procurement, Manufacturing Operations, and Material Logistics
  • Cost analysis experience
  • Proficiency in Microsoft Outlook, Excel, Word, Project, and PowerPoint
