POSITION PURPOSE/SUMMARY:ย ย 

The Migrant Education Summer Program Administrator provides year-round leadership, coordination, and oversight for the District's Migrant Education Summer Program. In collaboration with and under the direction of the Director of School Improvement, the Administrator facilitates the planning, implementation, and evaluation of program services designed to support migrant students and families.

This position coordinates staffing, student recruitment and enrollment, family engagement, program operations, budget monitoring, and compliance with federal Title I, Part C Migrant Education Program requirements and state and District guidelines. The Administrator serves as the primary on-site administrative contact during summer implementation and works in partnership with District staff, families, community partners, and state Migrant Education personnel to ensure equitable, high-quality educational experiences.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Support Program Planning, Implementation, and Continuous Improvement

  • In collaboration with and under the direction of the Director of School Improvement, the Administrator facilitates and coordinates the Migrant Education Summer Program by:
    • Facilitating the planning, implementation, and continuous improvement of the Migrant Education Summer Program aligned with District priorities, federal Title I, Part C requirements, state regulations, and grant expectations.
    • Coordinating program goals, priorities, and service delivery structures to ensure alignment and coherence across instructional, enrichment, and support services.
    • Monitoring program implementation and fidelity to ensure alignment with established expectations, outcomes, and compliance requirements.
    • Using program data in collaboration with the Director to evaluate effectiveness, identify needs, and support continuous improvement.
    • Coordinating integrated systems of instruction, operations, and student support services to ensure equitable access and program effectiveness.

Support Operations, Compliance, and Resource Coordination

  • In collaboration with District leadership, the Administrator facilitates effective program operations and compliance by:
    • Coordinating daily program operations, including staffing, scheduling, facilities, transportation, meals, and instructional resources.
    • Ensuring implementation of federal, state, and District compliance requirements, including documentation, reporting, and grant obligations.
    • Supporting staffing processes including recruitment, onboarding, assignment, supervision, and professional learning for program personnel.
    • Monitoring program expenditures and operational activities to ensure alignment with approved budgets and fiscal procedures.

Support Student, Family, and Community Engagement

  • In partnership with District staff and community agencies, the Administrator facilitates engagement and access for migrant students and families by:
    • Coordinating student recruitment, enrollment, attendance, and retention efforts to maximize participation and engagement.
    • Facilitating culturally and linguistically responsive communication and family engagement, including bilingual outreach in English and Spanish.
    • Serving as the primary on-site administrative contact for students, families, staff, and community partners to support coordination and timely resolution of concerns.
    • Coordinating collaboration with internal departments and external agencies to connect families with appropriate services and supports.

Support Program Culture, Safety, and Accountability

  • In collaboration with District leadership, the Administrator supports a safe, equitable, and effective program environment by:
    • Supporting the development and maintenance of a safe, inclusive, and student-centered program culture grounded in equity, respect, and high expectations.
    • Responding to student, staff, and program concerns, including behavioral issues and emergencies, in alignment with District procedures and protocols.
    • Supporting the implementation of restorative and proactive practices that promote positive student engagement and behavior.
    • Contributing to accountability for program outcomes, compliance requirements, and operational effectiveness.

QUALIFICATIONS AND REQUIREMENTS:

Education and Licensure

Required

  • Valid Oregon Administrative License.
  • Minimum of three years of successful experience as an educational administrator, program coordinator, or instructional leader.
  • Demonstrated knowledge of federal Title I, Part C Migrant Education Program requirements.
  • Experience managing educational programs and supervising staff.
  • Experience working with culturally and linguistically diverse students and families.
  • Strong organizational, communication, project management, and problem-solving skills.
  • Ability to coordinate multiple priorities, timelines, and compliance requirements.
  • Must be available to work the full duration of the assignment, including pre-program planning, summer implementation, and post-program reporting.

Preferred

  • Experience administering or coordinating a Migrant Education Program.
  • Experience leading summer school, extended learning, or supplemental programs.
  • Experience with grant-funded programs and state reporting requirements.
  • Experience building partnerships with community organizations and agencies.
  • Bilingual proficiency in English and Spanish (required due to program needs and family engagement requirements).

Knowledge, Skills, and Abilities

  • Knowledge of federal Title I, Part C Migrant Education Program requirements, state regulations, and District policies.
  • Knowledge of educational leadership practices, instructional systems, student support services, and family engagement strategies.
  • Ability to plan, coordinate, implement, and evaluate complex educational programs.
  • Skill in supervising, supporting, and developing staff within a collaborative environment.
  • Ability to build and maintain effective relationships with students, families, staff, and community partners.
  • Skill in analyzing data and using information to support program improvement and decision-making.
  • Ability to manage multiple priorities, timelines, budgets, and compliance requirements with accuracy and efficiency.
  • Ability to communicate effectively verbally and in writing, and to exercise sound judgment, professionalism, discretion, and confidentiality.

PHYSICAL DEMANDS:

Frequent use of computers and standard office equipment. Regular standing, walking, sitting, bending, and communicating. Occasional lifting up to 30 pounds. Frequent travel to program and off-site locations, including occasional evening or weekend assignments.ย 

WORK ENVIRONMENT/CONDITIONS:
Work is performed primarily in indoor office and school environments, with occasional exposure to outdoor conditions during travel or program activities. Regular interaction with staff, families, students, and external partners in both formal and informal settings.ย

  • Follow all District work procedures and reasonable requests by proper authority.ย 

TERMS OF EMPLOYMENT

This limited duration assignment is effective from June 10, 2026 through June 30, 2027, contingent upon continued program funding and District needs. The position includes responsibilities during the regular school year for planning, coordination, compliance, staffing, recruitment, family engagement, and program development, as well as administrative oversight during summer program implementation.

The successful candidate must be available to work outside of the regular contract day and work year as necessary to fulfill program responsibilities, including planning meetings, staffing processes, family engagement activities, professional learning, and summer program operations.

Work schedule and compensation terms shall be established by the District.
