Job description

Job Title: Technical Writer

Company: BLN24

About Us: We find strength in teamwork-a better you is a better us
BLN24 is an award-winning Management Consulting Firm that supports the U.S. Federal Government in successfully achieving their mission and goals. Our service and solutions delivery start with understanding each client’s end-state, and then seamlessly integrating within each Agency’s organization to improve and enhance strategic and technical operations and deployments.

Position Overview:
The Technical Writer develops, edits, and maintains scientifically accurate, accessible, and audience-centered communications for a federal public health program. The role translates complex scientific, technical, policy, and program information into clear, plain-language content for websites, blogs, reports, fact sheets, presentations, executive correspondence, webinars, campaigns, and other digital or print products. Working with subject matter experts, communications professionals, designers, project managers, and Government stakeholders, the Technical Writer ensures deliverables meet federal editorial, branding, accessibility, security, and digital communication standards. The position supports public health topics including infectious diseases, prevention, health equity, emerging issues, and related initiatives, while responding to both planned assignments and rapid-turnaround communication needs.

Key Responsibilities:

  • Research, write, edit, and revise scientific, technical, policy, and public-facing communications.

  • Translate complex information into concise, actionable content for technical and nontechnical audiences.

  • Develop and maintain content for federal websites and digital communication platforms.

  • Produce blogs, fact sheets, reports, briefing papers, talking points, memoranda, Q&A documents, presentations, and educational materials.

  • Review web content for scientific accuracy, relevance, usability, readability, and timely updates.

  • Coordinate with subject matter experts to validate technical information, data, terminology, and recommendations.

  • Apply plain-language, web-writing, literacy, and culturally responsive communication practices.

  • Ensure products meet Section 508 accessibility and applicable federal digital-content standards.

  • Support editorial calendars, content inventories, review schedules, clearance processes, and version control.

  • Develop content for webinars, conferences, awareness campaigns, stakeholder outreach, and technical assistance.

  • Collaborate with designers, translators, web specialists, project managers, and other communications staff.

  • Support rapid-response assignments involving outbreaks, policy changes, breaking news, or emerging priorities.

Required Qualifications:

  • Bachelor’s degree in technical writing, English, journalism, communications, public health, life sciences, or a related field.

  • At least five years of professional writing, editing, technical writing, or health communications experience.

  • Experience developing scientific, healthcare, public health, policy, or Government communications.

  • Demonstrated ability to translate complex information into plain-language content for diverse audiences.

  • Experience producing website content, reports, blogs, briefings, presentations, or executive correspondence.

  • Working knowledge of Section 508 accessibility and accessible document-development practices.

  • Strong research, fact-checking, proofreading, grammar, and formatting skills.

  • Ability to work effectively with subject matter experts and incorporate technical feedback.

  • Ability to manage multiple assignments, reviewers, and deadlines in a fast-paced environment.

  • Proficiency with Microsoft Office, Teams, SharePoint, or comparable collaboration tools.

Preferred Qualifications:

  • Master’s degree in public health, communications, journalism, technical writing, life sciences, or a related field.

  • Experience supporting a federal health, public health, scientific, or civilian Government organization.

  • Knowledge of infectious diseases, HIV, vaccines, viral hepatitis, sexually transmitted infections, or related topics.

  • Familiarity with health equity, social determinants of health, community engagement, or syndemic approaches.

  • Experience with Drupal, WordPress, Adobe Experience Manager, or another content-management system.

  • Familiarity with federal plain-writing guidance, AP Style, Chicago style, or Government editorial standards.

  • Experience supporting bilingual or multilingual communications, particularly English and Spanish.

  • Experience contributing to literature reviews, academic manuscripts, or evidence-based reports.

Soft Skills

  • Communicates effectively. Demonstrates exceptional written and verbal communication skills to translate complex scientific, technical, and policy information into clear, concise, and audience-appropriate content.

  • Maintains a high standard of quality. Pays close attention to detail and consistently produces accurate, well-organized, and error-free deliverables that meet editorial, accessibility, and quality standards.

  • Applies sound judgment. Uses critical thinking and analytical skills to evaluate information, resolve content issues, and make informed editorial decisions.

  • Adapts to changing priorities. Effectively manages multiple assignments, responds to evolving requirements, and delivers high-quality work within tight deadlines.

  • Collaborates successfully. Builds productive relationships with subject matter experts, project teams, and Government stakeholders to develop and refine communication products.

  • Demonstrates cultural awareness. Develops inclusive, audience-centered communications that reflect diverse perspectives and support effective public health outreach.
