Job Summary
The Substation Manager is responsible for the safe and reliable operation of Cooperative substations and compliance to applicable Cooperative procedures and PRC-005 NERC reliability standard. Manages the operations and maintenance of the Cooperative's substations and associated equipment. Manages completion of maintenance, testing, and commissioning activities.
Essential Duties and Responsibilities
  • Understand the specific job tasks of those employees reporting to them. Plan and set goals for the performance of these activities by employees.
  • Develop and initiate Substation maintenance plans and activities for substation foremen and reporting crew.
  • Oversee the investigation, analysis, resolution, mitigation, and reporting of complex power operations problems and system events.
  • Investigate, document, and resolve system protection mis-operations or coordination problems.
  • Review and maintain documentation of distribution and transmission substation maintenance activities.
  • Assist with developing engineering and construction standards and makes recommendations regarding their acceptance.
  • Review drawings and suggests changes to Engineering regarding new construction and other designed projects.
  • Adapt the relay maintenance and testing procedures to ensure compliance with FERC, NERC, and WECC requirements including record keeping and reporting.
  • Continually improve the substation maintenance program.
  • Measure results through the use of reports and observation, evaluating employee performance against established goals.
  • Assist the Field Operations Director in preparation and completion of quarterly department goals.
  • Assist the Field Operations Director with the preparation of and compliance to the department budget and work plans.
  • 40-50% travel to Cooperative Substations within cooperative's service area

Supervisory Responsibilities
  • Plan, organize, train, coach, direct, and evaluate the performance of assigned staff; establish performance requirements and personal development targets; monitor performance and provide coaching for performance improvement and development.

Minimum Qualifications of Position
  • High school diploma or equivalent certificate required.
  • Proficiency in electrical theory, typically attained through a bachelor's degree in electrical engineering and 10 or more years of experience, or equivalent experience/education required.
  • 3 or more years of supervisory experience required.
  • Must have knowledge of electric system protective relaying, system protection, telemetering and communications, and the ability to comprehend and analyze protection schemes, relay settings, and maintenance procedures.
  • Satisfactory background check results required per NERC CIP
  • Requires valid Colorado driver's license with satisfactory driving record within Cooperative standards.
  • Proficient with position-specific software and applications.
  • Competent with Microsoft Office: Excel, Word, Outlook, Access, PowerPoint.
  • Competent with general office equipment.

Working Conditions and Physical Requirements
  • Standing: Remaining upright on the feet, particularly for sustained periods of time.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Talking: Expressing or exchanging ideas by means of the spoken word; those activities where detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction, and having the ability to receive detailed information through oral communication, and making fine discriminations in sound.
  • Repetitive motions: Making substantial movements (motions) of the wrists, hands, and/or fingers.
  • Light work: Exerting up to 20 pounds of force occasionally. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
