The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking a dedicated Substance Abuse Program Manager to ensure appropriate programming, reentry services, and treatment are provided in accordance with applicable laws, rules, regulations, policies, and procedures. Directly manages and supervises Correctional Substance Abuse Counselor Seniors, who provide services to the offender population within the assigned facilities/reentry centers. Discusses and makes decisions including offender substance abuse treatment, their health and well-being, safety issues of both offenders and staff, and program objectives of provided treatment. Carries a partial clinical caseload and conducts group and one-on-one counseling sessions and substance abuse groups.
- Assesses counseling services/subordinate work products
- Plans and coordinates meetings and training sessions
- Administers evaluations, approves leave, manages schedules, and tracks absences including FMLA/extended leave
- Ensures counseling services are provided in accordance with applicable law, rules, regulations, policies and procedures
- Provides clinical supervision and signs off on clinical documentation for non-independently licensed counselors
- Works closely with Offender Operations staff to facilitate communication between addiction treatment counselors and security to ensure maximum utilization of program slots and minimize disruption to unit operations
- Carries a partial clinical caseload
- Conducts one-on-one clinical assessments and individual or group counseling sessions
- Facilitates substance abuse education classes and therapy groups with offender participants
- Maintains clinical records and writes individual substance abuse treatment plans and relapse prevention plans, including Arizona Correctional Information System (ACIS) and electronic medical record entries
- Maintains program participation databases and monitors counselor's ACIS entries
- Assists in troubleshooting obstacles to program participation and operation
- Updates and maintains databases, such as ACIS, regarding offender participation programs
- Prepares reports, both quantitative and qualitative, regarding programs and program participation rates
- Conducts quality control and improvement audits of programs and services offered at ADCRR
- Drives on State business
- Performs other duties appropriate to the assignment

This position is required to be licensed in the State of Arizona as a Licensed Independent Addiction Counselor (LIAC); Licensed Professional Counselor (LPC); Licensed Clinical Social Worker (LCSW); or as a Psychologist.
Employment is contingent on the selected applicant passing a background investigation and a drug test consistent with Arizona Revised Statutes (ARS).
If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.
