Moog, Inc. Space and Defense is looking for a Proposal Subcontracts Lead. In this onsite or hybrid role , you will report to the Subcontracts and Cost Analyst in East Aurora, NY. We are also considering Gilbert, AZ, Arvada, CO or SLC, UT. We will consider remote work schedules outside the areas listed.

In this individual contributor role, you will support cost proposals for government and commercial customers by coordinating compliant Subcontracts data, supporting audit and negotiation readiness, and ensuring alignment with supplier competition, commerciality, supply chain strategies, customer requirements, Moog policies and procedures, and FAR regulations. Working under limited supervision, you will support complex, high-dollar proposals, collaborate with Cost Engineering and Supply Chain teams, contribute to material strategy alignment and process improvements, and maintain Subcontracts data records for proposal, audit, and customer negotiation support.

To be considered for this role, here's what you'll typically need to bring with you:

  • Bachelor's degree in Engineering, Accounting, Finance, Business Administration, or a related field

  • Minimum of five (5) years of relevant experience in supply chain, cost engineering, material estimating, material analysis, or a related field.

  • Advanced knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), Truth in Negotiations Act (TINA) and Cost Accounting Standards (CAS).

  • Proficient knowledge of FAR/DFARS proposal compliance and the ability to respond to Audit requests while upholding adherence to both internal and external compliance requirements.

  • Pricing, Proposals, and/or Contracts Related Experience

  • Excellent analytical, organizational, and communication skills.

  • Proficiency in Microsoft Office Suite, particularly Excel.

  • Strong attention to detail and accuracy.

  • Strong analytical capability, strong cross-functional communication skills, and deep knowledge of supply chain data and processes, as well as the ability to communicate effectively with suppliers and analyze their data.

  • Advanced knowledge of proposal compliance and the ability to handle moderately complex projects, processes, and programs.

  • Ability to travel to customers and Moog sites when needed.

  • A background in certified proposal cost estimating, and bill of material proposal compliance is desirable.

As a Proposal Subcontracts Lead you will have responsibilities for....

  • Act as a key coordinator and record holder of the material supporting data and analyses for proposal team(s).

  • Ensure Moog Estimating System compliance and provide interpretation of FAR requirements.

  • Ensure adherence to Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and Moog policies and procedures regarding cost proposal preparation, review, compliance, submission, updates/revisions, and negotiations.

  • Provide training and coordination to Supply Chain teams for the compliant completion of material supporting data and material analyses supporting proposals.

  • Analyze Bills of Material for supporting and analysis documentation requirements to ensure compliant and timely responses to proposal requests for information.

  • Coordinate with Supply Chain and Cost Engineering teams to support development of material pricing strategies.

  • Interface with Suppliers as needed to support the alignment of Cost Engineering and Supply Chain processes and desired outcomes.

  • Support competition and commerciality efforts, documentation, and analyses with Supply Chain teams, ensuring adherence to both Government and Moog proposal compliance policies.

  • Interface and coordinate with other Cost Engineering and Supply Chain personnel on a daily basis.

  • Provide compliance reviews of completed proposal material supporting data including price and cost analyses.

  • Support audit requests, fact-finding, and negotiation discussions and the program budget baseline process.

Salary Range Transparency:

Buffalo, NY $85,000.00-$130,000.00 Hourly

The base salary range represents the low and high end of the Moog salary range for this position in the given work location. Actual salaries will vary depending on factors including but not limited to location, experience, and performance. The range(s) listed is just one component of Moog's total compensation package for employees.
