Job description

Supply Chain Administrator, Senior

The Opportunity:
As Supply Chain Administrator, you will manage a portfolio of subcontract agreements and direct procurement requirements. You will balance multiple priorities to help our customers address both their current and emerging needs effectively. These objectives will be accomplished through close collaboration with internal teams, efficient facilitation of information flow across the supply chain, and the development of strong relationships with suppliers and customers.


You will ensure that sourcing requirements are met promptly and to the highest standards while negotiating favorable terms to guarantee the timely delivery of quality materials and services. Additionally, you will address any issues that may arise during the contracting lifecycle, ensuring that procurement activities remain cost-effective and fully compliant with our approved business systems.


You will provide pre- and post-award subcontract and purchase order administration. Responsible for processing non-disclosure agreements and teaming agreements. Responsible for soliciting and administering subcontracts, purchase orders, modifications, and change orders. Review prime solicitation packages and prepare supplier solicitation packages to support the prime proposal. Conduct price analysis evaluation of supplier proposals and write price analysis narratives for prime contract proposals. Make entries into Booz Allen procurement systems, process purchase orders and modifications, and serve as the primary interface between Booz Allen and suppliers in the pre- and post-award phase. Negotiate subcontract agreements and purchase order terms and conditions. Prepare small business subcontracting plans on proposal efforts. Ensure appropriate prime contract flow downs and agency provisions are incorporated into subcontracts and purchase orders. Maintain procurement files and ensure compliance with Contractor Purchasing System Review (CPSR) requirements and the Booz Allen Procurement Manual. Work as part of a team and use effective communication in daily interactions with internal and external clients.

What You'll Work On:

  • Collaborate with program managers, capture teams, and your leaders to develop accurate demand forecasts.

  • Ensure that all procurement activities comply with relevant laws, regulations, and organizational policies.

  • Analyze your portfolio to identify opportunities for improvement and innovation to drive operational efficiency and effectiveness.

  • Work with your leadership to incorporate data analytics and forecasting tools and techniques to anticipate customer demands, navigate through industry disruptors, and increase operational efficiency.

  • Learn the necessary skills to manage a portfolio of procurement requirements and negotiate with vendors and subcontractors to secure favorable terms, pricing, and service levels.

  • Monitor supplier performance and address any issues or concerns proactively to ensure compliance with contractual obligations.

  • Utilize insights from data analysis to inform decision-making and drive continuous improvement in procurement practices.

  • Break down ambiguous or complex problems into clear, actionable components using structured analysis frameworks.

  • Apply critical thinking and systematic reasoning to validate assumptions, identify risks, and develop sound, defensible solutions.

You Have:

  • 5+ years of experience inproject coordination, supply chain, subcontracts, purchasing, logistics, or operations

  • 5+ years of experience in federal procurement or subcontract management, including overseeing proposals, supplier selection and negotiations, and subcontract administration to support U.S. government programs

  • Experience using Microsoft Office Suite programs such as Excel, Word, and PowerPoint

  • Experience utilizing AI to solve real world problems

  • Ability to function independently as a self-starter

  • Ability to collaborate with program leadership and stakeholders to drive delivery of procurements

  • Ability to obtain a Secret clearance

  • HS diploma or GED and 8+ years of experience with contract management, or Bachelor's degree and 5+ years of experience with contract management

Nice If You Have:

  • Experience in Contractor Purchasing System Review (CPSR)

  • Experience working directly with suppliers and their sub-tiers with product delivery

  • Experience with procurement software and tools such as ERP systems and e-procurement platforms

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $69,400.00 to $158,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
