Job Overview & Responsibilities
United Launch Alliance seeks a skilled Subcontract Management Specialist (SCM-3) to support the Production Operations/General Procurement team at the ULA production facility in Decatur, AL. Key responsibilities include:
  • Assists in development of subcontract specifications, work statements, terms and conditions and other technical requirements documents.
  • Prepare requests for quotes (RFQ) and proposals (RFP) packages, conducts bidders' conferences, analyzes and evaluates supplier proposals, negotiates subcontract provisions, selects subcontract source, creates subcontract documents, and administers resulting subcontracts.
  • Negotiates and coordinates additions, deletions or modifications to subcontracts.
  • Participates with Supply Chain Governance to ensure compliance with ULA Supply Chain Command Media, Federal Acquisition Regulations (FAR), and standard ULA business processes.
  • Coordinates with engineering, quality and finance as necessary to mitigate supplier performance risk and resolve supplier issues.
  • Briefs ULA executive management and customers regarding subcontract status and issues affecting subcontract performance or cost.
  • Responsible for and directs all phases of the subcontract from engineering release through requests for proposals, subcontract management plans, negotiation strategy, and cost accountability.
  • Makes decisions affecting the performance of the subcontractor; establishes milestone objectives and manages performance to committed schedules and contractual specifications.
  • As a member of the high-performing Production Operations/General Procurement team, successful execution of responsibilities will require: working collaboratively in a team environment, clearly communicating hardware/tooling/service requirements and expectations to suppliers to ensure optimal value for ULA, and effectively communicating outcomes to internal/external customers

Basic Qualifications
  • Bachelor's degree from an accredited college or university.
  • Experience in Supply Chain, Procurement, or Business Experience with purchasing policies and procedures.
  • Background in Supply Chain processes such as planning, purchasing, inventory management, and/or warehouse operations.
  • Experience with SAP ERP System (or similar ERP system).
  • Experience following standard business procedures, and general business knowledge/acumen.
  • Experience in developing and applying basic professional analytical techniques to develop problem solving tactics.
  • Proficiency with Microsoft Office Suite - especially Excel as this position will require a significant amount of data mining, pivot table use, etc.

  • Experience working in a manufacturing environment with cross-functional teams.
  • Strong communication, interpersonal, and organizational skills, with the ability to navigate a dynamic environment.
  • Proactive, independent worker with the demonstrated capacity to work in a team environment.
