Responsibilities

The Senior Subcontracts Administrator is responsible for leading and managing complex procurement and subcontract administration activities in support of federal government programs. This position performs the full range of procurement lifecycle activities, from proposal support and subcontract strategy development through subcontract award, administration, compliance oversight, and closeout. The Senior Subcontracts Administrator serves as a trusted advisor to program teams, contracts, finance, and executive leadership, ensuring compliance with company policies, FAR/DFARS regulations, and CPSR requirements.  This is a hybrid role requiring onsite work Tuesdays and Wednesdays in our Reston, VA office.

 

Responsibilities:

  • Review prime contract solicitations and develop compliant subcontractor RFP packages aligned with program objectives, customer requirements, and applicable FAR/DFARS flow downs.
  • Lead subcontractor source selections, including market research, competition analysis, supplier evaluations, and sole-source justifications.
  • Support proposal efforts by coordinating subcontractor pricing, conducting cost and price analyses, and preparing subcontract-related proposal documentation for CPFF, T&M, FFP, and IDIQ contract types.
  • Negotiate complex subcontract terms and conditions, pricing arrangements, and contractual agreements while mitigating risk and ensuring compliance.
  • Draft, negotiate, and administer subcontracts, purchase orders, teaming agreements, consultant agreements, and non-disclosure agreements.
  • Provide subcontract management throughout contract performance, including modifications, funding actions, period-of-performance extensions, invoicing support, and closeout activities.
  • Monitor subcontract funding, ceilings, burn rates, and deliverables while coordinating with Program Management, Finance, Contracts, and suppliers.
  • Ensure procurement and subcontract files are complete, accurate, and maintained in accordance with CPSR requirements, company policies, and customer expectations.
  • Prepare and maintain procurement documentation, including source selection records, cost and price analyses, negotiation memoranda, responsibility determinations, and subcontract award documentation.
  • Support Contractor Purchasing System Reviews (CPSRs), DCMA reviews, customer audits, and internal compliance assessments by providing documentation and responding to audit requests.
  • Provide guidance and mentorship to junior subcontract administrators and cross-functional stakeholders regarding procurement policies, compliance requirements, and best practices.
  • Identify opportunities to improve procurement processes, procedures, templates, and internal controls to enhance compliance and operational efficiency.
  • Independently manage multiple priorities, meet deadlines, and maintain a high level of customer satisfaction.
  • Perform other duties as assigned.

 

Qualifications

Requirements

  • Bachelor's Degree in Business Administration, Supply Chain Management, Contracts Management, or a related field; equivalent experience may be considered.
  • Minimum of 7-12 years of experience as a Subcontracts Administrator or Procurement Professional within a government contracting environment.
  • Demonstrated experience managing complex subcontract actions throughout the entire procurement lifecycle.
  • Experience operating within a CPSR-approved or CPSR-compliant purchasing system.
  • Strong working knowledge of FAR, DFARS, and government subcontracting regulations.
  • Experience conducting subcontractor cost and price analyses and supporting proposal development activities.
  • Experience negotiating subcontract terms, pricing arrangements, and risk mitigation strategies.
  • Knowledge of subcontract administration across multiple contract types, including CPFF, T&M, FFP, and IDIQ contracts.
  • Experience with enterprise procurement and ERP systems, preferably Deltek Costpoint and/or Unanet.
  • Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
  • Excellent written and verbal communication skills with the ability to interact effectively with senior leadership, program teams, customers, and suppliers.
  • Ability to work independently with minimal supervision while effectively managing competing priorities.

 

Preferred Qualifications

  • Experience supporting Contractor Purchasing System Reviews (CPSRs), DCMA audits, or other government compliance reviews.
  • Experience assembling, maintaining, reviewing, and auditing procurement files in accordance with CPSR requirements and internal compliance standards.
  • Experience developing procurement policies, procedures, work instructions, and process improvements.
  • Experience with FFATA reporting requirements.
  • Experience with CHESS and other government acquisition vehicles.
  • Experience supporting both large and small government contractors.
  • NCMA certification (CPCM, CFCM, or equivalent) preferred.
