Project Overview:

The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S. Our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery this year.

 
The candidate will act as the Field Engineer – Subcontract Coordinator on the Combined Cycle Gas Turbine (CCGT) Project in Cheyenne, Wyoming. The candidate may start in the home office in Reston-VA; as single status, to support preconstruction planning, ahead of project mobilization to the field. This position is contingent upon project awards.  This position is expected to be full-time night shift but may start out on dayshift, eventually rolling to nights.

Job Summary:

In this role, you will provide project field engineering specialization and expertise with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and subcontract coordination. Your recommendations will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements.  Your primary responsibility will be related to the subcontract executed portions of the project, but may evolve to include support of direct hire scopes of work as directed by the Area Field Engineer.#LI-RM1

Major Responsibilities:

Work Planning & Packaging

  • Prepares construction drawings and sketches pertaining to a subcontract scope of work.
  • Facilitates planning construction methods and procedures.   

Material Management  

  • Initiates requisitions for field purchases
  • Prepares quantity takeoffs of field purchased material and equipment.
  • Issues Material Withdrawal Requests (MWRs) to subcontractors as applicable.
  • Tracks the ROS and need dates ensuring that any Bechtel provided materials are available to support the subcontractors schedule.

Quantities

  • Verifies commodities on quantity tracking systems or other computer database systems as required.  
  • Responsible for tracking and validating subcontractor claimed quantities.

Safety / Quality Control

  • Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
  • Ensures that contractors are following the agreed to quality standards in the subcontract.  Audits and inspects contractors work and deliverables accordingly. 

Technical

  • Provides support to the resolution of technical issues and/or nonconformities.
  • Acts as liaison between design engineering and subcontractor supporting the resolution of issues as they arise.
  • Responsible for the inspecting subcontractors scope as identified by the approved Inspection and Test Plans.

System Turnover Coordinator  

  • For Direct Hire:  
    • Develops firm understanding of system and area scoping and drawings required for package development. 
  • STR / Subcontract Coordinator
    • Reviews and approves inspection test plans,  
    • Coordinates reviews of subcontractor submittals, ensuring that all submittals are reviewed and coded by the appropriate parties including construction and engineering.
    • Reviews and supports the subcontract administrator in reviewing subcontractor claims.
    • Ensures timely submittal of documentation from subcontractor to Bechtel, in accordance with the ITP and subcontract.
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8-10  years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
  • Coordinates with Procurement on subcontract requirements providing technical support and guidance, liaising with design engineering as necessary.
  • Attends kickoff meetings and coordinates between Subcontractors and Superintendents
  • Collects daily shift reports from subcontractors and verifies records
  • Reviews Subcontractor performance and liaises with Superintendents
  • Records delays, breakdowns and non-conformances in subcontract performance
  • Supports and/or generates the meeting minutes from all subcontractor progress meetings as directed by the Area/Lead Field Engineer.
  • Basic to intermediate knowledge of subcontract management, preference given to those that have managed contractors using the Bechtel systems and SWPPs.
  • Prior experience as an electricl field engineer with strong knowledge of electrical installation methods and applicable codes, NFPA, NEC, IEEE, etc.
  • Thorough knowledge of all aspects of industrial electrical installation including terminations, cable pulls U/G and A/G, raceway installation, etc.
  • Prior experience in the supervision and or erection of Gas Insualted Switchyards is desirable.
