Position Overview This function creates and/or reviews SubCom indirect contracts, including but not limited to: Supply Agreements, Development Agreements, General Agreements, etc. for use by all members of SubCom when procuring indirect supplies and services.

In addition, position will create requests for information/quotation/proposal (RFI/Q/P), manage the procurement process, and provide contract support on existing agreements and purchase orders. Candidate will interface with individuals from all SubCom locations as well as internal and external cross-functional teams (CFT) which make up the many organizations of SubCom. The primary function is to support the Administrative, Indirect Agreements which may include R&D Development, Manufacturing, Marine, and General Agreements with strategic/tactical suppliers within these organizations.

In addition, this position is responsible for creating, coordinating and establishing various Supply Chain Policies and Procedures. Candidate will be located in Newington, NH or Baltimore, MD; however, may be required to travel to Eatontown, NJ or other SubCom locations needed. Responsibilities This position will coordinate the functions associated with all aspects of the contract development and up to and including supplier negotiations.

Position will coordinate all activities of contract review up to contract execution. Responsibilities include but are not limited to: * Develop supply strategies in accordance with SubCom organization requirements. * Identify new sources of supply and identify new capabilities from existing supplier base.

* Prepare and issue requests for information/proposal/quotation to access supplier capabilities. * Perform cost/price/value analysis on supplier's products and services. * Negotiate with proposed Suppliers to ensure value analysis (costs, form/fit/function and availability) are most favourable to SubCom.

Candidate will support all communication with suppliers up to execution and award of contracts in support of SubCom's operations. * Lead or participate in formal Supplier Relationship Management activities (i.e. Business Reviews or Supplier Quality Events).

* Manage overall relationships with suppliers whether strategic, integrated, or tactical in nature. * Assist with communications to all Supply Chain Buyers to utilize the 'preferred supplier' and associated Agreements. * Obtain approval of proposed Agreements from SubCom Legal.

* Maintain contracts database for contract life cycle requirements.
