Position Summary
The Manager of the Project Management Office (PMO) is a people leader sho is responsible for leading a team to implement and lead a portion a portfolio of project/programs in a centralized PMO organization that governs the planning, execution, and delivery of enterprise and capital projects across the utility. This role ensures projects are delivered safely, on time, within budget, and in compliance with regulatory, operational, and financial requirements. The PMO Manager partners closely with Operations, Engineering, Supply Chain, Permitting, Accounting, Regulatory Affairs, and Executive Leadership to align the project portfolio with strategic and regulatory objectives.
Tasks and Responsibilities

  • Implement and maintain compliance with PMO standards, methodologies, tools, and governance frameworks aligned with utility best practices.
  • Monitor and lead a team of project managers and ensure portfolio is executed consistent with governance, stage-gates, and approval criteria for capital and enterprise initiatives.
  • Report out on portfolio of projects and programs utilizing project controls, risk management, change management, and quality assurance applications and tools.
  • Lead team responsible for jurisdictional portfolio implementation, prioritization, and optimization of capital projects.
  • Ensure alignment of the project portfolio with strategic plans, rate case commitments, regulatory mandates, and asset management priorities.
  • Provide leadership and mentoring to a team of portfolio program and project managers within the PMO organization to ensure execution of projects and programs.
  • Monitor portfolio performance, benefits realization, and capacity planning to achieve program objectives.
  • Ensure projects comply with regulatory requirements (e.g., public utility commissions, safety regulations, environmental mandates).
  • Support audits, regulatory filings, and reporting related to capital project execution and performance.
  • Partner with Regulatory Affairs and Finance to support rate recovery and cost justification.
  • Oversee project cost estimating, budgeting, forecasting, and schedule management including producing monthly and weekly financial reports.
  • Ensure accuracy and transparency of project financials, including earned value, variance analysis, and corrective actions.
  • Drive disciplined change control and escalation processes including supporting and managing change control.
  • Partner with Engineering, Operations, IT, Supply Chain, and external contractors to ensure integrated project delivery.
  • Facilitate information sharing and provide clear, actionable reporting to senior leadership.
  • Resolve cross-functional issues impacting project delivery including work re-prioritization and optimizing resources across programs.
  • Drive continuous improvement, lessons learned, and maturity advancement of project management practices.
  • Promote a culture of accountability, safety, and execution excellence.


Qualifications, Skills and Abilities

  • Bachelor's degree in engineering, project management, construction management, other related field, or equivalent experience required.
  • Certification demonstrating experience (such as PMP) strongly preferred.
  • 5-7years of progressive project and program management experience, preferably within a utility or regulated infrastructure environment.
  • 5+ years in a PMO leadership or portfolio management role required.
  • Experience managing large capital programs and enterprise initiatives.
  • Utility capital project delivery.
  • Regulatory and compliance awareness.
  • Financial and Business acumen and portfolio management.
  • Executive communication and stakeholder management.
  • Risk management and governance.
  • Team leadership and organizational change.

We offer a competitive salary range of $123,800 to $180,125 per year, commensurate with experience, education, and skills. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.
