Job description

Duties MAJOR DUTIES AND RESPONSIBILITIES A. SUPERVISORY WORK (25%) * Serves as direct supervisor of APF and NAF employees serving as Region RCCs. * Motivates, guides and coordinates the work of Region RCCs and executes a range of human resource responsibilities within established timelines and in accordance with applicable regulations. * Manages and adjusts Region RCC case distribution as necessary to optimize non-medical care and remain below the maximum caseload ratios specified in policy. * Helps Region RCCs eliminate or reduce barriers to care and services for Wounded Warriors and their families. * Ensures EEO principles are adhered to throughout the areas of responsibility. * Ensures continuing application of, and compliance with, applicable laws, regulations and policies governing prohibited personnel practices; promptly addresses allegation of prohibited discrimination, harassment and retaliation. * Identifies employee training and development needs and provides or arranges training priorities to ensure staff has adequate training to accomplish mission. * Applies sound position management principles to ensure efficient operation with adequate staffing and minimal gaps in coverage. * Monitors team productivity, identifies issues and develops and required resolution plans. B. QUALITY ASSURANCE (55%) * Ensures Region RCCs document all substantial or required communication with, or on behalf of, NWW enrollees in the case management database. * Ensures Region RCCs provide all enrolled Service Members the information and resources necessary to address their non-medical needs. * Ensures Region RCCs meet mandated timelines for completion and updating of CRP. * Reviews and certifies each RSM's CRP for quality and completeness at specific points in their recovery as set forth in policy. * Analyzes outcomes of the RCC's CRP reviews and provides feedback to RPD and the RCC. * Attends all HQ Quality Assurance formal and informal outbriefs, conducted by HQ bi-annually. * Assists RPD with Region's responses to HQ formal Quality Assurance review findings. * Assists HQ staff with data requests and other Quality Assurance related tasks. * Collaborates with HQ Policy Analyst on any common trends identified during CRP reviews. * Collaborates with HQ Training Analyst on performance gaps identified during CRP reviews. C. RECOVERY CARE COORDINATION (20%) * Oversee and assist the RSM throughout the entire spectrum of care, management, transition, and rehabilitation services available from the Federal government, including services provided by DoD, Department of Veterans Affairs, Department of Labor, and Social Security Administration via the development of an individually-tailored CRP. * Work with the care management team, RSM and their family and/or caregiver to develop, document, and update specific, measurable, and achievable goals, action steps, and corresponding resources in the RSM's CRP. that are ble. * Assist RSM with the coordination of services and resources identified in the CRP, including benefits, compensation, services and resources from Federal, State and local agencies and non-profit organizations for which the RSM and their family is eligible. * Continuously evaluate the effectiveness of the RSM's established CRP, anticipate future challenges, and adjust the CRP as necessary, and in accordance with policy, to accommodate changing objectives, abilities, and recovery status. * Collaborate with other members of the RSM's care management team, including Non-Medical Care Manager and Transition Coordinator to provide optimal non-medical case management. * Serve as the lead coordinator to ensure smooth transition to Department of Veterans Affairs. Requirements Conditions of employment * Must pass all applicable records and background check. * Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment. * Must have or be able to obtain and maintain a Secret Security Clearance. * Starting May 7, 2025, non-affiliated individuals requesting access will need a REAL ID-compliant driver's license or another acceptable form of identification to access CNRMA Installations. (review required documents section for more information.) Qualifications Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate must possess: * Expert knowledge and understanding of requirements and operations of DoD and DON Wounded Warrior initiatives, implementing Congressionally and DoD mandated warrior and transition care requirements for military personnel and family members. * Knowledge of Federal and agency regulations, knowledge of the specific organization's programs and missions, as well as knowledge of pertinent laws, regulations, and policies related to program operations. * Knowledge of the concepts of program management, requirement determination, policy development, evaluative and analytical processes, programs implementation and approaches to identify and resolve significant issues and problems of a unique nature. * Knowledge of quantitative and qualitative techniques for analyzing and measuring effectiveness, efficiency, and productivity within NWW for accomplishing missions and skill in adapting those techniques to measure and improve effectiveness and organizational productivity. * Knowledge of Health Insurance Portability and Accountability Act (HIPAA), Privacy Act and the Freedom of Information Act. * Ability to analyze type and scope of information and metrics required to evaluate the quality and effectiveness of program implementation. * Ability to work effectively on a team. Education This position does not have a positive education requirement. Additional information Executive Order 12564 requires a Federal workplace free of illegal drugs.
