Job Summary:
The Business & Finance Unit is currently seeking a highly qualified Budget Analyst, Senior. This role reports to the Budget Manager and is responsible for the comprehensive financial management of the agency's resources, including federal funding.
Key responsibilities include:
Financial Planning and Forecasting: Overseeing financial planning, monitoring, and analysis. This involves collaborating with the Accounts Receivable department to forecast revenue and meeting with fund stewards and program management to project expenditures.
Fund Health Assessment: Utilizing revenue and expenditure forecasts to determine cash balances and assess the overall financial health of the agency's funds.
Budgetary Expertise: Providing budgetary expertise for all funds, requiring a thorough understanding of each fund's legislation, history, program scope, and federal funding sources.
Reporting and Data Integrity: Ensuring data integrity and performing financial and statistical analysis to support reporting for all levels of management.
This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Job Duties:
Budgetary and Financial Oversight
• Prepare and complete the Executive Budget Request accurately and timely, applying expertise in funding sources and program requirements.
• Confer with Section Managers and Division Directors to address their needs for budget preparation, federal funding monitoring, and financial requirements.
• Assist and advise division management on the optimal utilization of available financial resources to maximize mission outcomes.
• Prepare and publish cash flow reports.
• Responsible for reconciling annual spending plans for both federal awards and State funds at the agency's fund level.
Analysis and Reporting
• Analyze data and create reports to inform responses to requests from the Governor's Office of Strategic Planning and Budgeting (OSPB), the Joint Legislative Budget Committee (JLBC), and other legislative committees.
• Perform periodic and scenario analysis on State and federal fund sources using AZ360 data, Anaplan, Tableau, and other financial reporting tools.
• Gather necessary data to assist in preparing the Indirect Cost Proposal for the Environmental Protection Agency (EPA).
Legislative Support
• Monitor legislative bills that may impact ADEQ and provide detailed impact analysis to Business and Finance (B&F) programs.
• Assist in the implementation of legislative bill outcomes.
Customer Service
• Provide high-level support and customer service to program staff, leadership, and all other personnel requiring budgetary and financial assistance.
• Consult with Section Managers and Division Directors regarding their budgetary and federal funding requirements for preparation and monitoring.
• Assist and counsel to division management in the optimal utilization of available financial resources to maximize mission achievement.
• Prepare and disseminate cash flow reports.
• Deliver a high level of support and customer service to program staff, leadership, and all other personnel requiring budgetary and financial assistance.
• Accurately and promptly prepare and finalize the Executive Budget Request, leveraging knowledge of funds and programs.
