Job description

The compensation offered to the candidate selected for the position will depend on several factors, including the candidate's educational background, skills and professional experience.

Job Overview:

The Communications Training Officer is responsible for answering and processing of emergency, non-emergency, administrative calls as per Dispatcher job description policy.  The CTO will be responsible for supervising, orienting, training, and providing daily feedback to new employees during the phases of training in the communication center.  The CTO may also serve to remediate and evaluate existing employees on an as needed basis as directed by the department manager. Standard of performance is based on the use of the knowledge, skills, and techniques within the NAED EMD Guidelines and in accordance with all applicable laws, regulations, and MH policies.

The CTO reports directly to the Field Training and Evaluation Program (FTEP) Coordinator/Communications Manager and will foster a collaborative environment within the communications center. The CTO will serve in the role of dispatcher and oversee new employees during their orientation to the dispatch center. The CTO will complete Daily Observation Reports and assist the Supervisors in completing and delivering the Interval Training Reports to the employees completing orientation.

Responsibilities of the role include but are not limited to: Conducting self in accordance with all RWJBH Mobile Health policies and procedures, oversight of the employees completing orientation in the communications center, providing Quality Assurance on trainees’ calls, utilizing the Standard Evaluation Guidelines to complete the Daily Observation Reports, and making recommendations on employees progressing throughout the training process.

Essential Functions:
Conducts self in a professional, dignified, and compassionate manner at all times
-    Capable of communicating clearly, effectively, professionally, and in the English language via written and verbal means
-    Assists in the call taking process when demanded by volume or whenever necessary
-    Manage the use of all radio frequencies for activities related to MH functions only, as per policy and FCC regulations
-    Manage the use of the telephone system, including 9-1-1 to: Operate properly, assure calls are answered in appropriate order (priority) as per policy, monitor call-answering time to ensure prompt dispatch of all necessary resources, and monitor and regulate any possible abuse of the phone system in the dispatch center
-    Knowledge of N.J.A.C. Statue 52:17C1-16 and N.J.A.C. 17:24
-    Maintain proper communications with the field/station supervisor and/or tour chief to ensure that the proper staff has been assigned to the units listed in the CAD system
-    Ensures that the closest appropriate unit is assigned to emergency calls for service and that all aspects of the system are operational and functional
-    Manage and monitor the use of the Computer Aided Dispatch (CAD) system to:  Operate properly, monitor computer activities to assure they are used for MH business only, and ensure that there is no tampering or manipulation of the CAD hardware or software
-    Send out management, trauma and all other pages in a timely manner
-    May be assigned to present topics during monthly management meetings, in-services, and other occasions so they are responsible for understanding, developing and preparing for such presentations
-    May be assigned a special duty in which case additional office time will be scheduled as needed
-    Do not support or allow rumors to prosper among MH personnel (Sensitive discussions between Supervisors, Tour Chiefs and EMS Administration should be done in private)
-    Do not allow conversations or materials of sexual or other inappropriate nature or intent to prosper among MH personnel
-    Sleeping-on-duty is strictly prohibited by any on-duty communication center staff, however, if forced to work 12 hours beyond their regularly scheduled shift, due to emergency coverage or adverse weather emergencies, a brief rest period will be granted (voluntary doubles and over-time do not apply)
-    Significant issues that are time sensitive should be reported to the on-call Manager as soon as possible
-    Perform other related duties as may be assigned by the EMS Manager or EMS Management
-    In addition, the communications center CTO must meet all of the requirements of the EMT and the EMT/Dispatcher job descriptions except where waived by the appropriate authority
-    Participate in the orientation of new dispatchers and supervisors
-    Ensure the security of the communication center at all times
-    Responsible for performing communications center quality assurance and clinical counseling of dispatchers when necessary
-    Responsible for performing HERN tests as prescribed by the DOH
-    Communicates accurate and appropriate information to the incident commander or to the field personnel
-    Monitors all appropriate radio channels
-    Answers telephones and radios in a calm, efficient, prompt and professional manner 
-    Assesses the nature and extent of injury or illness in accordance with the NAED MPDS to establish and prioritize appropriate resources and administer pre-arrival instructions to callers
-    Assesses the need for additional services and makes the appropriate requests
-    Consults a computer screen to ascertain pending assignments and changing situations
-    Dispatches ambulance and other EMS resources to emergency and non-emergency calls 
-    Enters all required information into the Computer Aided Dispatch (CAD) system and assures completeness
-    Interacts professionally with partners, patients, management, colleagues from other EMS agencies, public safety personnel and other healthcare providers and members of the public
-    Performs other duties as required or requested by EMS management, necessary to the function of the organization

New Jersey EMT Basic or NJ MICP or NJ MICN
-    American Heart Association BLS for Healthcare Provider
-    High School Diploma or GED, Associates Degree preferred
-    APCO BTC or State approved equivalent
-    Current Driver’s License and must satisfy the current vehicle insurance company’s requirements
-    NAED EMD
-    Basic Field Training Officers Course( within six months of offer accepted)
-    Must possess and maintain current IAED ED-Q certification (within 12 months of accepting the position)
-    HazMat Awareness and Operations
-    CEVO training
-    WMD or CBRNE Awareness and Operations within 6 months of employment
-    NIMS I-700 within 6 months of employment
-    ICS-200 within 6 months of employment
-    Must be at least 18 years of age
-    Driver’s license record check and criminal background check 
-    Prefer one year experience with Mobile Health as an EMT or Paramedic or a minimum of one year dispatch experience with another public safety or EMS agency.
