Job description

U.S. Water Services Corporation is a well-established and diverse water and wastewater utility organization specializing in utility maintenance, operations, engineering and construction services. U.S. Water is a fast paced and rapidly expanding company headquartered in New Port Richey, Florida with a staff of over

950 plus employees in twenty states.

Main Function: Supervises personnel engaged in the project management, program management, operation and maintenance of water and wastewater utility systems within the geographic boundary of his/her assigned region. Assures safe, efficient, and economical regional utility operations by providing efficient management practices, preventive maintenance programs, advanced employee training and sound decision-making principles. Assures the Company continues to develop and maintains a strong reputation and position within his/her assigned region.

Management and Supervisory Responsibilities:
  1. Evaluates work performance of subordinates, initiates personnel actions relating to hiring, retention, promotion, discipline, and termination.
  2. Participates in new employee orientation and ensures new employees under his/her responsibility are properly trained for assigned task.
  3. Approves vacation requests from personnel within his/her assigned

  7. Develops annual budget for the region and submits budget requirements to the State Manages the region within the bounds of the approved budget and seeks approval from the State Manager prior to any deviation from the approved budget.
  8. Performs specific job costing for operational, maintenance or construction projects within his/her assigned
  9. Develops good working relationship and communications with local, state & county regulatory
  10. Ensures compliance with all applicable TCEQ rules and regulations that govern operation and maintenance of utility systems within his/her assigned region.
  11. Maintains a list of potential new clients and makes concerted effort to market company Provides a written monthly report to State Manager of prospective clients and provides status of company/client relationship.
  12. Performs all of the functions and duties of the Project or Program Manager when required or requested by the State
  13. Ensures company owned vehicles assigned to his/her region are in good working condition, have a clean and neat appearance, are provided with company phone numbers and logos, are supplied with adequate tools and equipment to allow personnel to perform assigned task in an effective and efficient manner and are properly maintained and operated in accordance with company policies.
  14. Ensures Regional office within his/her region is well maintained with respect to grounds and office entrance and interior is neat, clean and represents a professional appearance, when applicable.
  15. Notifies the State Manager within one business day if any of the following events occur within his/her assigned region:
    • Any employee is arrested and/or convicted of any
    • Any employee is involved in an accident resulting in injury or
    • Any letter of non-compliance is issued to any utility
    • Any cancellation or dissatisfaction of service from a
    • Any notice of violation by any governmental, agency e. OSHA, Department of Labor, County, TCEQ, etc.
    • When considering, and prior to, termination or suspension of company
    • Any event, which in the opinion of the Regional Manager, may result in liability exposure to the
    • Any fine or penalty is assessed against the
  16. Assists in comprehensive company planning relating to marketing, business development, capital purchases, budgeting, and long range strategic company goals.
  17. Makes necessary adjustments in staffing levels to ensure that a minimum of 80% of all operations and maintenance staff assigned within his/her region is billable to clients.
  18. Sets work schedules of all operations and maintenance staff assigned to his/her
  19. Prepares and/or assists in preparing bids, proposals and contracts for service within or outside of regional
  20. Attends various meetings at the request of the State
  21. Reviews, verifies accuracy and approves all company invoices generated for his/her assigned region prior to invoices being sent to client.

  1. Must possess utility operation and maintenance at time of employment, the following licenses: Class "A" Water Treatment Plant Operator License issued by TCEQ, Class "A" Wastewater Treatment Plant Operator License issued by TCEQ are desirable.
  2. Must possess knowledge of Contract Operations.
  3. Must possess a valid Texas driver's license.
  4. Knowledge of safety and operations.
  5. Knowledge of utility related construction and maintenance practices preferable.
  6. Good physical condition without physical limitations.
  7. Ability to follow oral and written instructions.
  8. Ability to read blue prints.
  9. Skill in maintaining equipment used in repair and maintenance.
  10. Ability to accept responsibility.
  11. Ability to handle complaints in a timely fashion.
  12. Ability to interpret and understand instructions and solve problems.
  13. Ability to keep accurate documentation.
  14. Ability to supervise the work of subordinates.
  15. Knowledge of water and wastewater treatment plant operations, policies, procedures and methods.
  16. Ability to communicate both orally and in writing.
  17. Ability to work when emergency condition arises.
  18. Ability to establish a working relationship with other employees, clients, politicians, and with the general public.
  19. Ability to supervise and manage work force of 40 or more employees.
  20. Must enter into a non-compete and confidentiality agreement, agreeable to both parties, between employee and company at time of hire.
