About this Job The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Learn more about Louisiana Department of Health Step into a key leadership role at the heart of LDH's financial operations. As the lead accountant for the Cash Management Unit, serve as the lead accountant producing highly responsible work in managing and controlling the revenue deposit functions within the Cash Management Unit of the Financial Management Section in the Division of Fiscal Management with the Office of Management and Finance of the Louisiana Department of Health (LDH).

This position will be responsible for implementing financial operation policies and procedures, monitoring and maintaining a wide variety of coding sources in order to provide smooth and timely financial services to assigned agencies within LDH. In addition, the incumbent will require advanced knowledge of the banking system processes and will serve as the point of contact. The accounting activities required of the incumbent are complex in nature and includes budgeting, cash and revenue management, revenue control, and program analysis.

The work is performed in accordance with State, Federal and departmental laws, policies and procedures, and is reviewed on the basis of results, reports and by outside independent audits, both Federal and State. Minimum Qualifications Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR A bachelor's degree with twenty-four semester hours in accounting; OR A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR Possession of a Certified Public Accountant (CPA) license. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field.

The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: Manages and oversees daily, monthly, and quarterly accounting activities for the Medical Assistance Trust Fund, including billing, reconciliations, audits, analysis, and payment posting Performs complex cash management, revenue control, accounts receivable, accounts payable, funds disbursement, expenditure control, and program analysis to support efficient financial operations.

Implements and maintains financial operating policies and coding structures to ensure timely and accurate financial services for LDH agencies and external providers. Conducts detailed accounting research, prepares fiscal reports for revenue monitoring, forecasting, and reconciliation, and ensures accuracy through monthly, quarterly, and annual reporting cycles. Serves as a technical specialist by collecting, analyzing, and tracking Hospital Stabilization Assessments, Ambulance Assessments, and Outstation data for auditing and compliance purposes.

Establishes and maintains audit-ready financial files, schedules, and subsidiary records; communicates with internal and external partners including OSRAP, State Treasury, Legislative Auditors, and LDH leadership. Exercises independent judgment in carrying out responsibilities under the direction of the Accountant Manager 2 and 3 in the Cash Management Section.
