Description

SAIC is seeking a Task Order Manager to support an IT Service Management effort under the Engineering, Development, Integration, and Sustainment (EDIS) IDIQ contract at Schriever Space Force Base (SSFB) and other local Colorado Springs installations at Kirtland, New Mexico. The Rapid Resilient Command and Control (R2C2) task order supports the United States Space Force (USSF) R2C2 Program Management Office (PMO) by delivering common core hardware and software infrastructure that enables satellite command and control (C2) capabilities for the Dynamic Space Operations (DSO) mission thread.

The successful candidate will help ensure program requirements are met across the full spectrum of PMO activities, including overall management, direction, governance, administration, and day‑to‑day operations. This role supports the financial health of the program, oversees the Integrated Master Schedule (IMS), manages staffing, and ensures alignment with the task order Performance Work Statement (PWS), Project Management Plan (PMP), and Quality Management Plan (QMP). Occasional after-hours or weekend support may be required for planned events or urgent mission partner activities.

Key Responsibilities

  • Capture and maintain clear system requirements and baselines
  • Lead and participate in full lifecycle engineering reviews, including System Requirements Reviews (SSRs), System Design Reviews (SDRs), Preliminary Design Reviews (PDRs), and Critical Design Reviews (CDRs)
  • Support system configuration management processes, including Engineering Change Proposals and Engineering Review/Configuration Control Boards (ECP, ERB/CCB)
  • Identify operational system risks and develop practical mitigation strategies
  • Design and implement technical solutions for emerging business needs and mission challenges
  • Troubleshoot issues reported by team members through debugging, root‑cause analysis, and coordination with internal and external support teams
  • Oversee PMO operations, including staffing activities, training coordination, and collaboration with the Facility Security Officer (FSO) and Government SSO on clearance-related actions
  • Manage programmatic and operational risks, including staffing considerations, concepts of operations, engineering designs, and sustainment planning for mission partner systems
  • Coordinate, participate in, and/or organize key meetings with customers and mission partners to drive requirements alignment
  • Review and refine reports and deliverables before submission, ensuring continuity of services across all PWS-defined task areas

Qualifications

Required

  • Bachelor’s degree in an engineering, scientific, or related discipline and 14 or more years of relevant experience, or a Master’s degree with 12 years of experience
  • Active Top Secret clearance with SCI eligibility (must be able to obtain and maintain TS/SCI; SCI indoctrination required within first 3 months)
  • At least 5 years of experience in systems development, engineering and acquisition, complex satellite ground systems, or satellite operations
  • Demonstrated success managing projects to both budget and schedule
  • Experience managing individuals and teams

  • Familiarity with systems engineering processes, methods, and tools used in developing and deploying Satellite Ground Equipment/Systems
  • Project Management Professional (PMP) certification
  • Experience overseeing multiple SaaS platforms with complex integrations and automations
