Functional Description:
  • Apply analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules.
  • Apply government-instituted processes for documentation, change control management and data management.
  • The position supports PMA-271 Program Office within DPAE (A) MNC3 portfolio.
  • The incumbent will assess and analyze requirements for E-130J program across the DOTMLPF pillars using experience in NC2/NC3 enterprise to ensure effective and on time transition of TACAMO mission within budget limitations set by OPNAV.

Duties and Responsibilities:
As a Sr. Integration Program Analyst, you are responsible for providing senor staff recommendations to support the U.S. Department of Defense's E-130J aircraft modernization program, a critical initiative to advance airborne command, control, and communication capabilities. This role will provide comprehensive management support planning, sustainment analysis, and lifecycle management to ensure mission readiness and long-term program success. This position reports to the E-130J Level 1 IPT Co-Leads. These efforts are in support of the E-130J Phoenix II aircraft that will deliver nuclear command, control and communications capability for the U.S. Navy's TACAMO mission.
Additional duties and responsibilities:
  • Develop, review and analyze program documentation such as Concept of Operations, Force Structure, and Strategic Mission Accomplishment to evaluate the program's alignment to performance, schedule, and cost objectives.
  • Develop analysis-based recommendations and reports on program operations to include operational squadron basing, organizational structure at unit and staffing levels, and personnel and manning requirements.
  • Present program status briefs and provide recommendations to program inquiries from government customers.
  • Coordinate with IPT leads and the COR to develop transition strategies, prepare program reviews, and review / edit mitigation strategies within the program following NAVAIR regulations/guidance.
  • Identify performance, schedule, and cost gaps within program performance and develop guiding documents such as planned versus actuals reports, and program timelines to ensure program success.
  • Develop maintenance and logistics architecture solutions based on analysis of existing architecture to support a successful, supportable and sustainable transition from the E-6B aircraft to the E-130J.
  • Provide IPT and functional leads with Subject Matter Expertise (SME) support on legacy E-6B aircraft systems, E-6B CONOPS, and status quo of the SCW-1 operations, informing both E-6B and E-130J sides of government customer organization.

Required Experience :
10 years or more experience performing duties described in the functional description.
Additional required experience:
  • Working knowledge of the Naval Aviation Maintenance Program (NAMP/4790) and its application in fleet operations.
  • Familiarity with Joint Capabilities Integration and Development System (JCIDS) and the DoD 5000 series acquisition framework.
  • Strong analytical, communication, and documentation skills.

Desired Experience :
Experience supporting the operation, maintenance, and training of NC2/NC3 equipment and systems.
Knowledge of aircrew qualification requirements.
Education Requirements :
MA/MS degree or supplemental experience is required
