We are seeking
Spectrum Management SME to support our program in
Washington DC. Positionrequires a minimum of a
SECRET clearance.
This program supports a federal customer responsible for managing and overseeing the use of the electromagnetic (EM) spectrum across government organizations. The effort focuses on the modernization and enhancement of the Equipment Location Certification Information Database (EL-CID), a mission-critical application used to support the electronic preparation and processing of spectrum certification requests for telecommunications systems, including satellites, radars, antennas, transmitters, and receivers. As part of the customer's modernization strategy, functionality currently available in EL-CID Desktop is being transitioned to EL-CID Online, a browser-based platform that streamlines spectrum certification activities and improves operational efficiency. The program supports compliance with federal spectrum management policies, engineering standards, and spectrum allocation requirements while enabling stakeholders to effectively review, analyze, and certify telecommunications systems through an agile, continuously evolving application environment.
The Spectrum Subject Matter Expert serves as the functional lead for the EL-CID modernization effort, acting as the liaison between government spectrum engineers, stakeholders, and software development teams. The individual is responsible for eliciting, documenting, and validating business and technical requirements; developing JIRA user stories with detailed acceptance criteria; managing and prioritizing the functional product backlog; and supporting agile development activities through three-week sprint cycles. The role requires a strong understanding of federal spectrum management processes, electromagnetic spectrum frequency assignments, the Table of Allocations (TOA), NTIA "Redbook" compliance requirements, and telecommunications systems such as satellites, radars, antennas, transmitters, and receivers. Additional responsibilities include facilitating stakeholder reviews, creating process and system relationship diagrams, supporting the migration of EL-CID Desktop functionality to EL-CID Online, analyzing XML-based data exchanges, developing Rough Order of Magnitude (ROM) estimates for requirements, and ensuring that implemented capabilities align with mission, operational, and engineering objectives. Experience with EL-CID, Agile methodologies, and spectrum certification processes is highly desirable.
โข Work with System Review Branch engineers to determine functionality to be ported from EL-CID Desktop to EL-CID Online.
โข Write the requirement as a JIRA story.
โข Prepare for and host pre-IPT meetings with the System Review Branch engineers to decompose the high-level epics/user stories into detailed user stories with acceptance criteria.
โข Own the product backlog and attend Integrated Project Team (IPT) meetings to describe functionality in the JIRA story and assist government stakeholders to prioritize the work.
โข Help developers understand the functionality to be implemented.
โข Help to test the functionality after developers implement the changes.
โข Be the Subject Matter Expert for Spectrum frequency assignments.
โข Propose business solutions for meeting requirements.
โข Provide Operational support expertise. Assist with debugging issues in production and assist agencies with their Spectrum questions.
โข Good written and verbal communication skills coupled with strong listening skills.
โข Ability to write documentation where audience is a spectrum engineer.
โข Ability to prepare mock-ups, flow diagrams, or models, and procedures along with conducting feasibility studies to design possible system solutions.
โข Ability to work independently.
โข Ability to create training material (input certification requests), training scripts, PowerPoint presentations, and conduct in-person and virtual training for agencies.
โข Generate agenda and host bi-weekly meetings with DISA to discuss Import/Export and SSRF changes for interoperability.
REQUIRED:
CLEARANCE: Secret
EDUCATION: Bachelors degree or equivalent combination of education, spectrum training, or 10+ years' work experience
โข 10+ years of experience
โข Knowledge of radio transmitters and receivers, radar, antennas and satellites (radio spectrum)
โข Recognized subject matter expert in job area typically through advanced education and work experience
โข 5+ years' experience with EM spectrum frequencies and how the federal government assigns them
โข 5+ years' experience working with system parameters for satellites, radars, antennas, receivers and transmitters
โข 3+ years' knowledge of EL-CID Desktop application
โข 5+ years' experience writing technical documentation
NICE TO HAVE:
โข 3+ years' knowledge of DoD StepStone system a huge plus
โข Knowledge of spectrum-related data exchange format named Standard Spectrum Resource Format (SSRF) a huge plus
โข Knowledge of JIRA and Confluence a plus
โข Knowledge of XML, XSD, XSLT a huge plus
Salary Range; 153-173- Dependent on level of experience
The salary range for this role represents Aperio's good-faith estimate of compensation at the time of posting. Placement within the range is based on multiple factors, including but not limited to an individual's qualifications, relevant experience, education, certifications, technical skills, contract labor categories and/or rates, work location, market conditions, and business needs.
