Job description

Leidos has an exciting opportunity for a Special Security Representative to join our team providing program security support to the Naval Surface Warfare Center, White Sands Detachment at WSMR, NM.

Primary Responsibilities:

  • Assist in the operation of the Advanced Programs Security Office security program under NSWC cognizance.
  • Maintain applicable SCI directives, regulations, manuals, and guidelines under NSWC cognizance.
  • Assist in certifying and receiving SCI visitor clearances and accesses under NSWC cognizance.
  • Maintain the Defense Information System for Security (DISS) NSWC PHD personnel and contractors under NSWC cognizance. Assist with program management of SCI personnel, information, physical, and technical security actions, and procedures.
  • Assist with annual self-assessments and with the management and adjudication of unauthorized disclosures of classified intelligence information.
  • Assist with a continuing SCI/SAP security education training and awareness, of original classification authorities and biennial training derivative classifiers.
  • Properly account for, control, transmit, transport, package, and safeguard SCI and SAP material and documents. Provide for destruction of SCI/SAP by authorized means and in accordance with DoD Manuals and DD Form 254, as appropriate under NSWC cognizance.
  • Assist the GSSO and SAP security program under NWSC cognizance to include personnel, physical, information, and technical security actions and procedures. Maintain applicable SAP directives, regulations, manuals, standard operating procedures, emergency action plans and guidelines under NWSC guidance.
  • Assist with logistics, inventory and property control support. Perform general asset accounting inventory and other services that directly affect ongoing activities including receipt, inspection, tagging/labeling, and storage of classified equipment and materials.

Basic Qualifications:

  • Bachelor's Degree in related field. Years of experience can be considered in lieu of a degree.
  • Minimum of four (4) years of experience and familiarity in providing technical services and analytic expertise in SCI program security management for DoD, DON and/or NSWC PHD.
  • Active Top Secret clearance and ability to obtain SCI eligibility and required program access.
  • Demonstrate experience and familiarity with Special Security Representative (SSR) and Sensitive Compartmented Information (SCI) security programs, including the Defense Information System for Security (DISS) for DoD, DON and/or NSWC requirements.
  • SCI Administrative Security Manual (DoD 5105.21) Volumes 1-4, DoD Manual 5205.07 Special Access Program Security Manual, and Intelligence Community Directives (ICD).
  • Ability to effectively oversee and utilize the DISS information management system.
  • Results oriented to interpersonal security management expertise.

Preferred Qualifications

  • Experience with SCIF construction and development of construction security plans (CSP) in accordance with ICD-705.
  • Experience developing and implementing OPSEC, emergency action and test plans.
  • Knowledge of Access Control and Intrusion Detection Systems.
  • Experience conducting security incident inquiries and courier preparation procedures.
  • Resourceful in solving problems and capitalizing on opportunities.
  • COMSEC experience.
  • Professional SPeD security certifications/affiliations.
  • Knowledge of NIST Risk Management Framework (RMF) security requirements.
