Description

Position Summary The Software Solution Lead is the hands-on technical delivery leader responsible for driving end-to-end software engineering execution across product builds. This role leads engineering teams through the full SDLC — from sprint planning and build execution through CI/CD pipeline operations and production deployment — in alignment with VA DevSecOps standards and SAFe practices. 

Key Responsibilities

  • Lead engineering teams in the design, development, configuration, testing, and deployment of product builds on a continuous basis (sprint cycles range from 2 weeks to 3 months) 
  • Develop and deliver automated build and automated publishing capabilities to support continuous integration for every sprint using VA TRM-approved tools (GitHub, Jira, Jenkins, GitLab CI/CD)
  • Oversee build planning, sprint planning, and sprint execution; ensure all work items, changes, risks, and retrospectives are captured in VA-approved tools
  • Lead integration engineering efforts including interface development with Oracle Health EHR, iFAMS, MVI, VistA, and other VA enterprise systems
  • Ensure compliance with VA DevSecOps Release Framework, including pre-release quality gates, CI/CD pipeline integration, secure code scanning, and artifact promotion controls
  • Coordinate with VA technical staff and integration partners to resolve issues and ensure all required components are migrated to appropriate technical environments
  • Support development of Solution Deployment Packages (SDP), Release Notes, and updated design documentation
  • Drive backlog refinement, elaboration, and decomposition of Epics into Features and User Stories in collaboration with the VA Product Owner 
  • Ensure all code commits, test results, configuration items, and deployment artifacts meet HELM quality gates and are properly linked in repositories
  • Advise on AI/ML integration, predictive analytics, and supply chain optimization capabilities

Qualifications

Required Qualifications:

  • Bachelor's degree in Computer Science, Software Engineering, or related field and 13 years of experience.
  • Must have 8+ years of software engineering experience, with at least 3 years in a technical lead capacity on federal IT programs
  • Demonstrated experience with SAFe Agile, DevSecOps, and hybrid SDLC methodologies
  • Proficiency with CI/CD toolchains: GitHub, GitLab CI/CD, Jenkins, Jira, ServiceNow
  • Experience with cloud-based development environments (AWS, Azure, VAEC, Kubernetes)
  • Familiarity with VA enterprise systems (VistA, Oracle Health EHR, iFAMS) and integration patterns (FHIR, ESB/EAI, REST APIs)
  • Knowledge of VA TRM-approved technologies and VA DevSecOps Release Framework
  • Must be eligible for VA background investigation; must be US-based [26,30]

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
