Job Summary

B&A is seeking a Senior Program Manager to support the National Geospatial Intelligence Agency (NGA) Terminal Instrument Procedures (TERPS) Production Software. Responsibilities

  • The Program Manager will provide overall program management support for the development, delivery, maintenance, and sustainment of NGA's TERPS production software capability.
  • The Program Manager will be responsible for managing program cost, schedule, performance, staffing, risks, delivery requirements, and Government/customer coordination in an Agile software development environment.
  • Serve as a primary coordination point with the NGA Government Product Owners, stakeholders, software development teams, cybersecurity, integration contractor team and technical teams to support successful software delivery.
  • Manage software development activities using Agile methodologies and established release and sprint cadences.
  • Coordinate and support an eight-week software release cycle consisting of four two-week development sprints.
  • Lead and coordinate Release Planning Events, Sprint Planning activities, Sprint Reviews, and other program and technical meetings.
  • Oversee program backlog and work-tracking activities using Jira, Confluence, Kanban boards, or similar Agile management tools.
  • Monitor development capacity, schedules, priorities, risks, issues, blockers, and upcoming deliverables.
  • Conduct quarterly Program Management Reviews (PMRs) addressing program schedule, risks, financial performance, and overall status.
  • Ensure timely preparation and delivery of required contract reports, staffing plans, meeting minutes, release reports, and other program management deliverables.


Education and Experience

  • Minimum 10 years' experience with a Bachelor’s degree or 7 years' experience with a Master’s degree in a related field.
  • Demonstrated experience managing software development, application development, or IT programs/projects.
  • Experience managing program cost, schedule, performance, risks, staffing, and deliverables.
  • Experience leading or managing Agile software development teams and release/sprint planning.
  • Experience with Agile project management and work-tracking tools such as Jira and Confluence.
  • Experience coordinating with technical teams, customers, product owners, and other program stakeholders.
  • Strong written and verbal communication skills.
  • Ability to manage multiple concurrent priorities, deliverables, risks, and dependencies.


Preferred

  • Experience supporting Federal Government and/or Department of Defense software development programs.
  • Experience managing cloud-based software development, DevSecOps, PaaS, SaaS, or application modernization programs.
  • Experience working with geospatial, aeronautical, aviation, or mission-critical software programs.
  • PMP, PMI-ACP, Certified ScrumMaster (CSM), SAFe, or similar program/project management or Agile certification.


Security Clearance

  • No security clearance required; must be eligible to meet applicable HSPD-12/Tier 1 requirements for CUI access.
