Job description

Summary/Objective Assists the County Engineer with planning, design, construction, and oversight of county road, bridge, and drainage projects while supporting subdivision administration and regulatory compliance. Duties and Responsibilities Assist the County Engineer/Road Administrator in the review and approval of subdivision plats, construction plans, and planning materials from developers as indicated in the Smith County Subdivision Regulations. Assist the County Engineer/Road Administrator in road maintenance activities, including roadway reconstruction, drainage maintenance, and right-of-way maintenance.

Conduct regular on-site inspections of construction activities, including paving, drainage, bridges, etc. to ensure compliance and to verify that construction adheres to approved plans Assist in the administration of the County's flood plain ordinance. Supervise and inspect capital improvement projects and departmental annual contracts.

Act as Smith County liaison with other counties, municipalities and State agencies. Work directly and in depth with citizens, employees, peers, supervisors, commissioners, and other department directors in problem resolution. Prepare and provide presentations to Commissioners Court, boards, committees, and to various groups and organizations as called upon.

Represent the county on task forces and boards that relate to official capacity. Prepare, maintain, and monitor the Phase II MS4 Annual Report for Texas Commission of Environmental Quality (TCEQ) and oversee the annual reporting for all state and federal compliance. Communicates with and responds to constituents, other departments, and public or private entities' requests for services or projects.

May organize and manage the department's operations/dispatch center, administrative support, and emergency response operations. May be required to work outside of normal business hours. Assist in other areas as needed.

Required Skills and Abilities Demonstrate leadership through example. Demonstrate initiative and the ability to work independently. Effectively manage time and resources to maximize productivity and minimize operational downtime.

Adhere to all County safety policies, procedures, and regulations. Collaborate effectively while maintaining a safe work environment. General knowledge of hardware and software applications for the operating of personal computers, spreadsheets, GIS, CADD software, plotters and survey equipment Plan, execute and manage the design of major public works construction projects Establish and maintain effective and positive working relationships with public officials, contractors, and with other county or local governmental departments Excellent leadership and interpersonal skills in dealing with internal and external customers Build excellent working relationships with regulatory agencies and the community Ability to maintain regular and predictable attendance Education and Experience Bachelor of Science Degree (or Master's Degree) in Civil Engineering Minimum of five (5) years related experience in public works projects Experience in Flood Plain Management and the ability to obtain Certified Floodplain Management credentials within one (1) year of employment Direct supervisory experience, including diverse groups of subordinates Licenses and Certifications Licensed Professional Engineer in the State of Texas (or able to obtain within 12 months.) Valid Texas Driver's License Physical Demands and Work Environment Frequent sitting, standing, bending and walking

Occasional light lifting (30-40 lbs.) and carrying light loads for distances of up to 120 ft. Continuous use of the computer and keyboard. Continuous reading and communication both on the telephone and in person.
