Quality Manager

Job Summary:

The DoW Quality Manager is responsible for developing, implementing, and maintaining quality management systems (QMS) to support Department of War (DoW) operations and projects. This role places a strong emphasis on documentation control, records management, auditing, and root-cause analysis to ensure compliance with applicable standards such as ISO 9001, CMMI, and Six Sigma. The Quality Manager is tasked with driving continuous improvement, resolving non-conformities through preventative measures, and fostering a culture of operational excellence and accountability.

Job Responsibilities:

Quality Management System (QMS) Oversight

  • Establish and maintain QMS frameworks that meet the requirements of ISO 9001, CMMI, and other applicable standards.
  • Conduct regular reviews and updates of the QMS to ensure alignment with DoW regulations, mission-specific objectives, and emerging best practices.

Documentation Control and Records Management

  • Oversee the creation, management, and distribution of controlled documentation, ensuring compliance with industry standards and organizational policies.
  • Implement and enforce systems for document tracking, version control, and approval workflows.
  • Maintain accurate and accessible records to support audits, compliance checks, and operational needs.

Auditing and Compliance

  • Plan, schedule, and conduct internal and external quality audits to evaluate adherence to QMS requirements, documentation standards, and regulatory guidelines.
  • Work with project teams to achieve "audit readiness," ensuring all documentation, systems, and processes are prepared for third-party or regulatory audits.
  • Address findings from audits and assessments by implementing corrective and preventive action plans.

Root-Cause Analysis and Problem Resolution

  • Investigate and resolve non-conformities by conducting detailed root-cause analyses to identify the underlying factors contributing to quality failures.
  • Develop and implement corrective actions to address immediate issues and preventive measures to avoid recurrence.
  • Collaborate with cross-functional teams to ensure sustainable solutions are applied, documented, and monitored for effectiveness.

Process Improvement

  • Drive continuous improvement initiatives using quality improvement methodologies such as Six Sigma, Lean, and PDCA cycles.
  • Identify inefficiencies or risks in processes and recommend adjustments to optimize outcomes.
  • Develop systems and workflows to improve organizational performance and reduce variability in outcomes.

Policy and Compliance Management

  • Create and enforce policies and procedures to ensure compliance with DoW standards, contractual obligations, and federal regulations.
  • Partner with stakeholders to ensure consistent understanding and application of quality guidelines.

Performance Metrics and Reporting

  • Define, measure, and analyze key performance indicators (KPIs) to monitor the effectiveness of quality management programs.
  • Create reports and dashboards that communicate findings, trends, and improvements to organizational leadership and other stakeholders.
  • Monitor the implementation of corrective and preventive actions to verify sustained quality improvements.

Leadership and Training

  • Lead cross-functional efforts to implement quality-related initiatives and best practices throughout the organization.
  • Organize and deliver training sessions focused on documentation control, quality processes, root-cause analysis, and audit readiness.
  • Act as a resource and mentor to teams in matters related to quality assurance and compliance.

Clearance: Secret

Minimum Education: A Bachelor's degree in computer science/systems, information systems/technology, engineering/engineering technology, software engineering/programming, management, natural sciences, social sciences, mathematics, or business/finance.

Education and experience requirements may be substituted with:

A Master's Degree (in subjects described above) and three years must be specialized experience.

No degree and 11 years of general experience of which at least eight years must be specialized experience.

Experience

  • Minimum of 5 years of quality management experience, ideally within a DoW or defense-related environment.
  • Strong expertise in documentation control, auditing, and root-cause analysis for problem resolution.
  • Experience establishing, running, and improving QMS in compliance with standards such as ISO 9001 or CMMI.
  • Proficiency in problem-solving methodologies such as root-cause analysis, Ishikawa (fishbone) diagrams, or 5 Whys.
  • Strong attention to detail and ability to manage a high volume of documentation and auditing requirements.
  • Excellent organizational and project management skills.
  • Ability to communicate and present findings, recommendations, and performance metrics effectively.

Certifications (Preferred but not required)*

  • ISO 9001 Lead Auditor Certification.
  • Six Sigma Green/Black Belt.
  • Certified Quality Manager (CQM).
  • CMMI Associate or Professional Certification.

* The candidate that possesses one or more of the above certifications will be prioritized during the selection process.

Preferred Qualifications

  • Experience with DoW acquisition and compliance frameworks, including familiarity with MIL-STD and DFARS requirements.
  • Advanced degree in Quality Management, Systems Engineering, or Process Improvement.
  • Experience utilizing software platforms for process automation, document management, and performance reporting.

Additional Requirements: Candidate must meet Germany TESA requirements as follows:

  • A Bachelor's Degree and three (3) years of recent specialized experience; or
  • Associates Degree and seven (7) years of recent specialized experience; or
  • No degree and 11 years or recent specialized experience.

The likely salary range for this position is $93,662 - $126,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.Total compensation for international positions varies by tax, social security, and immigration statuses, as well as location. Generally, an international assignment may include allowances, premium uplifts, and/or relocation or transportation benefits, above base salary range noted.
