Job description

MESF Force Development Subject Matter Expert (SME)
Position Overview
D2 Government Solutions is seeking a MESF Force Development Subject Matter Expert (SME) aligned with Objective Area 4 to support the Force Generation Professional Support Services requirement for Maritime Expeditionary Security Group ONE (MESG ONE).
This is a contingent position focused on analyzing, developing, and enhancing training and readiness programs to support MESF operational effectiveness and future force capabilities.
Location amp; Work Schedule
  • Primary Work Location: MESG ONE, NOLF-IB, Imperial Beach, CA
  • Schedule: Mondayโ€“Friday, 7:00 AM โ€“ 3:30 PM (30-minute lunch)
  • Travel: CONUS and OCONUS travel may be required
Key Responsibilities
  • Analyze MESF warfighting programs to assess future training and readiness requirements, supporting the Optimized Fleet Response Plan (OFRP) and Fleet Response Training Plan
  • Evaluate emerging capabilities, including:
    • Next-generation patrol boats
    • New ground and maritime systems
    • Integration into training pipelines and operational use
  • Conduct research and provide recommendations to align MESF doctrine, policy, and guidance with:
    • NECC / NECCPAC
    • NAVSEA
    • Other Navy and joint-force stakeholders
  • Support integration of MESF units into the Joint Exercise Life Cycle (JELC) process, including coordination with NECC exercise planners
  • Assist with resource allocation, scheduling, and sequencing for joint and allied training exercises
  • Analyze technical documentation and publications from:
    • MESF
    • NECC / NECCPAC
    • NFC / NECTF
    • NAVSEA
    • Joint service sources
  • Develop reports and provide recommendations to improve current and future warfighting readiness and training effectiveness
Minimum Qualifications
  • Active SECRET clearance (required at time of application)
  • Minimum 3 years of recent NECC or expeditionary experience developing training and readiness initiatives (within the past 5 years); MESF experience highly desired
  • Minimum 15 years of operational, training, and readiness experience, including warfare qualification (expeditionary community preferred)
  • Strong analytical, research, and problem-solving skills
  • Experience delivering briefings and written communications to senior leadership
  • Proficiency in Microsoft Office Suite
  • Familiarity with AI tools in government or civilian environments highly desired
Security Requirements
  • Must possess and maintain a DoD Secret security clearance
  • Ability to obtain and maintain a Common Access Card (CAC)
  • Must comply with all Navy security policies and complete required training (e.g., Navy e-Learning)
