At North Sky Communications, we are seeking an experienced and results-driven Program Manager - Operations (PMO) to oversee turn-key telecommunications construction programs in Washington. Reporting directly to the Senior Operations Leadership, you will lead cross-functional teams, manage high-level client relations, and drive operational performance from project initiation to final close-out.
The ideal candidate brings extensive field and management experience in telecommunications construction, exceptional leadership, and a proven track record of ensuring projects are completed safely, on time, and within budget.

What you'll do
  • Program Leadership & Operations: Oversee the end-to-end execution of complex telecom construction programs (fiber deployment, network infrastructure, and utility builds).
  • Client & Stakeholder Management: Serve as the primary point of contact for key customers, conducting status updates, managing scope expectations, and driving issue resolution.
  • Financial & Performance Oversight: Track program budgets, forecasts, and margin goals. Ensure timely milestone billing, invoicing accuracy, and effective resource allocation.
  • Field & Team Alignment: Partner closely with Project Managers, Area Superintendents, Field Supervisors, and subcontractors to streamline daily workflows and clear operational bottlenecks.
  • Safety & Regulatory Compliance: Enforce strict adherence to OSHA safety guidelines, Dycom safety standards, and local/federal regulatory permitting requirements across all job sites.
  • Process & Workflow Optimization: Drive continuous improvement across project tracking, risk mitigation, and close-out documentation to maintain seamless operational efficiency.

What you'll need
  • Experience: 5+ years of operational management or program management experience within telecommunications, utility infrastructure, or outside plant (OSP) construction.
  • Leadership Skills: Proven ability to manage cross-functional field and office teams, negotiate deliverables, and resolve complex field challenges under tight deadlines.
  • Technical Savvy: High proficiency with project tracking and scheduling tools (e.g., MS Project, Smartsheet) and standard business platforms (MS Excel, Google Workspace).
  • Industry Knowledge: In-depth understanding of construction plans, engineering prints, fiber/telecom deployment specifications, and municipal permitting processes.
  • Education & Certifications: Bachelor's degree in Construction Management, Business, or related field (or equivalent field/industry experience). PMP certification is a plus.
  • Screening: Valid driver's license with a clean motor vehicle record; must pass pre-employment background check and drug screen.
