Job description

The United States Coast Guard (USCG) Facilities Design and Construction Center (FDCC) is seeking a qualified Project Construction Manager, Civil Engineer, or Inspector to provide full-time, on-site construction inspection services at the U.S. Coast Guard Academy in New London, Connecticut. This critical role focuses on providing daily surveillance and quality assurance for the "Recapitalize Central Steam Distribution System" project. The position requires a standard 40-hour workweek on-site, with the flexibility to exceed standard hours by up to 10% depending on active construction needs. As a vital technical eye on the ground, the successful candidate will ensure that all work performed aligns seamlessly with federal guidelines and design specifications.

Operating as an on-site advisor rather than a direct government employee, the Inspector serves as a key liaison to the FDCC management team. Daily coordination will be managed through the assigned Contracting Officer’s Representative (COR) and Contract Specialist (CS). In this advisory capacity, the Inspector is responsible for monitoring progress, evaluating material installations, and immediately informing the Contracting Officer (KO) or designated representatives if contract requirements are not being met. It is important to note that the Inspector holds no direct authority to dictate methods, dictate procedures, or otherwise interfere with the Prime Construction Contractor’s (PCC) performance, as the KO retains sole responsibility for executing all official directives and correspondence. However, a strict exception is made for life-threatening or property-endangering scenarios, where the Inspector is fully empowered to intervene immediately for site safety.

To excel in this role, candidates should possess a strong background in civil engineering, construction management, or heavy utility infrastructure inspection—specifically involving complex steam distribution or district heating networks. The ideal professional brings a minimum of five years of field experience, thrives in structured federal or military environments, and demonstrates exceptional written and verbal communication skills for generating field logs and progress reports. Candidates must be physically capable of navigating active construction zones in varying weather conditions and must pass the necessary background checks required to gain secure base access to the U.S. Coast Guard Academy.
