Deputy of Site Operations (Job Rotation)-Oregon State Hospital

We have an exciting Administrator level 12-month job rotation opportunity for current State of Oregon employees only. At the Oregon State Hospital, you will join our leadership team temporarily to focus on specific operational deliverables, as outlined below and included in the attached position description. This is a fantastic opportunity for someone experienced in complex facility management in an institutional or locked facility setting. The Deputy of Site Operations will be responsible for developing structured operational programs that support safety, security and continuity of site services across the hospital, 24/7/365.

Oregon State Hospital, a Joint Commission and CMS certified public psychiatric hospital, provides psychiatric evaluation, diagnosis and treatment for mentally and emotionally ill adult and geriatric populations committed by the Oregon courts as part of the state mental health system. The Oregon State Hospital is the largest division of Oregon Health Authority with approximately 3,000 positions across the hospital, approximately 700 patients across two campuses, one in Salem and the other in Junction City.

Position Overview

This position is a key part of Oregon State Hospital's administrative operations, reporting directly to the CFO/COO, under Business and Site Operations. The Business and Site Operations section guides and oversees administrative, finance and site operations across the hospital system. The departments of this section provide structure and support to direct care operations in the areas of: safety, security, training and education, technology services, facilities management, general operations, patient financial services, fiscal, budget, data and analysis, and utilization management.

Operations Management Duties

• Direct and oversee the development of a full-scale Emergency Management Plan that ensures patient care and safety in the event of a significant emergency. This plan will include a Continuity of Operations Plan (COOP) consistent with Oregon Health Authority and the Governor's priorities.
• Oversee the development of reports and management studies related to OSH site operations, resource development and cost recovery to evaluate program activities. Report findings and recommended changes to CFO/COO and Senior Leadership.
• Oversee departments that comprise Site Operations - Safety, Security, and Facilities and Support Operations for OSH. Provides guidance to department directors on design, implementation, and evaluation of business systems, practices and administrative processes.
• Ensure coordination across all assigned units to work in collaboration with other departments across OSH. Identifies opportunities to reduce barriers, identify and mitigate risks, improve efficiency and ensure effectiveness of business processes.
• Provide management direction on hospital-wide, non-clinical operational issues that lie outside of other OSH functional areas.
• Provide oversight of statements of work and business components of contracts and agreements. Serve as contract administrator for cross-section contracts, monitoring and evaluating contractor performance.

Leadership Responsibilities

• Act on behalf of the CFO/COO to drive OSH priority initiatives that cross over multiple departments and functional areas. Convene and lead workgroups.
• Ensure administrative and operational alignment across campuses in support of patient centered services.
• Serve as a key advisor to the CFO/COO and OSH Sr Leadership Team on hospital-wide site operational matters.
• Advise and assist OSH with division, and section goal setting, policy making, and strategic planning.
• Lead programs in a manner encompassing the overall hospital strategic direction and identified priorities.
• Participate in OSH-wide and agency-wide workgroups to establish policies and protocols. Represent OSH as delegate for CFO/COO on Agency workgroups and committees.
• Assist in coordinating activities with other agencies in areas of mutual concern to ensure compliance with established policies, objectives, program priorities and applicable laws, rules and regulations.

Work Environment

This position's daily work is performed within a psychiatric hospital environment in the presence of people experiencing or living with mental illness whose behavior may be unpredictable and may act out verbally or physically. The nature of this work will require that you be able to flex hours when necessary to complete time sensitive projects or ensure the safe and efficient operation of our 24/7/365 operation, traveling from Salem to Junction City on a weekly or bi-weekly basis.

Minimum Qualifications

Five years of management experience; OR two years of management experience and a bachelor's degree in a related field.

Desired Attributes

• Demonstrated experience in developing and actively maintaining an emergency preparedness program, preferably for a hospital or institution.
• Proven ability to design and oversee emergency response protocols, including live events, drills and table-top exercises. Must have demonstrated experience and competency in developing Continuity of Operations Plans (COOP).
• Thorough knowledge of security operations in a locked facility/institution that allows incumbent to oversee strategy and development of security strategies. Experience leading operations is preferred.
• Experience with the Project Management Body of Knowledge (PMBOK), LEAN principles strongly desired.
• Demonstrated experience in negotiation of contracts and agreements.
• Demonstrated experience leading and facilitating large committees containing members with diverse perspectives.
• Experience establishing vision, strategy, setting long-range administrative direction, and establishing cross agency policies, goals and functional requirements.
• Experience in and understanding of state, local and federal government systems and operations.
