Combat Operations Center (COC) Specialist Primary Location: Quantico, VA (with travel to distributed MISTCs as required) Clearance: Secret (Top Secret may be required for certain roles) Ability to work remotely: No Job Summary The Combat Operations Center (COC) Specialist supports the USMC MOSS / Marine Corps Operations Center Training Team (MOCTT) Program by providing subject matter expertise in COC, Tactical Operations Center (TOC), and Joint Operations Center (JOC) operations. This role develops and maintains academic packages and curriculum, delivers instruction to training audiences, and supports exercise execution across MOCTT and distributed MISTC sites. The COC Specialist ensures Marines and other students are trained to the highest standards in MAGTF command and control processes, C2 systems operation, and operational planning in support of worldwide deployment readiness. Specific Responsibilities * Develop, maintain, and update academic packages, Programs of Instruction (POIs), lesson plans, and training materials supporting COC, TOC, and JOC operations.
* Deliver classroom and field instruction to training audiences on MAGTF operations, command and control processes, and operational planning.
* Operate and support C2 systems (e.g., C2PC, JBC-P, GCSS-MC, MCS) during training events and exercises.
* Plan, coordinate, and support execution of COC training exercises including BSTEX and other MOCTT-supported events.
* Conduct and support after-action reviews (AARs) and incorporate feedback to refine training programs.
* Collaborate with instructors, course leads, and government stakeholders to align training materials and methods with stated objectives.
* Assist in the assessment and performance evaluation of individual students and collective unit training.
* Maintain proficiency with Microsoft Office Suite and other instructional or simulation support tools used in the MOCTT training environment. Requirements Required Qualifications * High school diploma or GED required; Associate’s or Bachelor’s degree in Military Studies, National Security, Information Systems, Instructional Technology, or a related field preferred.
* Prior U.S. military service, with direct experience in a Combat Operations Center (COC), Tactical Operations Center (TOC), or Joint Operations Center (JOC) strongly preferred.
* Demonstrated understanding of Marine Air-Ground Task Force (MAGTF) operations, command and control processes, and operational planning.
* Experience in curriculum development, academic package maintenance, and instructional delivery in military or government training environments.
* Familiarity with after-action review (AAR) processes and training refinement based on feedback.
* Hands-on experience with C2 systems such as C2PC, JBC-P, GCSS-MC, MCS, or similar systems.
* Proficiency with Microsoft Office Suite and other instructional or simulation support tools.
* Certifications: Marine Corps Formal School Instructor Certification or equivalent DoD instructor qualification required/preferred. DoD 8570 Compliance: CompTIA Security+ (minimum) required for network/system access. Additional certifications such as Network+, CISSP, PMP, or Master Training Specialist (MTS) considered a plus.
* Must be able to obtain and maintain a Secret security clearance (Top Secret may be required for certain billets).
* Strong communication, facilitation, and instructional skills.
* Ability to work collaboratively with uniformed Marines, government civilians, and contractors in a training environment. Physical Requirements and Work Environment * Garrison work environment including routine field/tactical environments.
* Occasional extended working hours will be required.
* Schedule: M-F normal business hours; some reverse operations may occur.
Travel * Domestic travel to distributed MISTCs and other training locations as required.
