Work Unit: Operations and Strategy (O&S) provides support services to help CDHS's offices, divisions and programs achieve their goals and make our agency as efficient, effective and impactful as possible.

It also ensures the operational efficiency and effectiveness of CDHS by crafting and executing the Department's strategic plan and provides oversight of related work stream priorities. The Division of Business Innovation, Technology and Security (BITS) helps CDHS streamline processes to better create alignment across our organization as well as help CDHS build a culture of operational excellence. Our team works to ensure that the technology at CDHS aligns with the department's strategic goals and supports operational and business needs.

Description of Job This is a HYBRID Position Please Note: These working arrangements are subject to change. About This Position: The Colorado Department of Human Services (CDHS) is seeking a motivated and detail-oriented Business Analyst to join the Business, Innovation, Technology, and Security (BITS) team. This position is a critical liaison, translating business needs and goals into effective technology and process improvement solutions.

This role is responsible for ensuring the successful implementation and ongoing support of HR systems that help CDHS achieve its mission. Key Responsibilities Business Process & Requirements: Analyze and document business processes, services, and information needs. Gather, validate, prioritize, and translate program requests into clear functional requirements and specifications for technical teams.

Quality Assurance & Testing: Develop and manage the User Acceptance Testing (UAT) strategy, including creating test plans and use cases to ensure implemented solutions are high-quality and meet specified business requirements. Customer & Technical Support: Serve as a primary point of contact for end-user support, troubleshooting, and issue resolution, particularly for HR Systems. Develop and conduct training for end users to ensure consistent understanding and use of systems and procedures.

What We're Looking For A self-starter with strong communication and facilitation skills, capable of serving as the critical liaison between business stakeholders and technical teams, and effectively taking direction to execute the strategic vision set by the Product Owner. A detail-oriented individual with strong analytical and problem-solving abilities, focused on anticipating issues, driving projects forward, and creating actionable solutions from concept through completion. Experience or strong understanding of modern methodologies like Agile and Lean techniques.

Must have a commitment to designing effective solutions with a people-first approach, focusing on the needs and experience of the end-user. A strong focus on delivering effective customer service and ensuring solutions function reliably in day-to-day operations, particularly for HR Systems. This includes providing end-user support, troubleshooting, and developing necessary training.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Experience Only: Six (6) years of professional experience as a Business Analyst and/or Project Manager with business analyst responsibilities. OR Education and Experience: A combination of a Bachelor's Degree in related field (e.g. Computer Science, Information Technology, Business Management, etc.) AND Two (2) years of professional experience as a Business Analyst and/or Project Manager with business analyst responsibilities

Preferred Qualifications Problem-Solving & Initiative Ability to anticipate potential issues and independently develop and implement effective mitigations. Focus on creating actionable solutions rather than simply identifying problems. Drives projects forward by taking ownership from the initial concept through to successful completion.

Capacity to thoroughly analyze facts and complex topics to gain a deep understanding. Independence & Autonomy Works independently with minimal direction, proactively seeking out information and solutions to drive progress. Takes full responsibility and accountability for assigned tasks and their outcomes.

Effective in using available information and resources to quickly overcome obstacles. Multitasking and Organizational Skills Proven ability to prioritize and manage a high volume of urgent tasks effectively. Skilled in clearly conveying process needs and proposing improvements to enhance team functionality.

Demonstrated ability to successfully manage multiple tasks concurrently and adhere to strict completion timelines. System Acumen & Technical Proficiency Experience dealing with security and compliance requirements in the context of systems assurance. Capacity to quickly learn and master new systems and technologies.

CDHS Selection Process Explanation Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
