The Meta Product Technical Program Management (TPM) community is pioneering technologies to bring people (and businesses) closer together at a global scale. Product TPMs work at the cross-section between technical execution and business strategy and are expected to partner closely with Engineering and Product teams. Being a TPM at Meta means driving impact by delivering measurable results across a wide range of areas. You'll be responsible for defining and guiding high-level goals and roadmaps, monitoring and communicating progress, and defining functional requirements for new products and features. It also means having a solid technical background, including familiarity with system architecture, data pipelines, and software development practices, understanding system architecture, and the experience to effectively collaborate across functions and organizations to deliver impact.The Signal Growth team in Ads is on a mission to transform digital advertising - building cutting-edge technical programs that drive durable business growth through major regulatory, platform, and policy shifts. It's one of Meta's most strategic advertising bets: expanding the value of first-party data (1PD) and third-party data (3PD) signals, enriching merchant metadata, and pioneering privacy-preserving ML that recovers signal value while respecting user choices and meeting strict privacy standards.As a TPM on the Signal Growth team at Meta, you'll be at the forefront of shaping the future of advertising - providing the technical and organizational leadership to drive large-scale, cross-functional programs from strategy to shipped-at-scale. Technical Program Manager, Signal Growth (Leadership) Responsibilities:
  • Responsible for building, managing, and setting direction for teams as a whole as well as for individual team members' success
  • You will be responsible for identifying and solving systemic, organizational-wide problems, influencing, and building strong relationships. Partners include Product Management and Engineering to define needs to support strategic planning and execution as well as metrics, program requirements and scope
  • Viewed as the cross-functional partner you will lead technical discussions and be a thought leader during product reviews and be responsible for designing and executing process and strategy frameworks that facilitate product-related goal setting, decision making and business impact
  • Articulate to stakeholders your team's technology vision, requirements, goals and milestones and develop collaboration across teams and functions
  • Integrate your technical knowledge, subject matter expertise and understanding trends to make sound decisions and influence business direction through data-driven analysis
  • Develop and manage end-to-end project plans and ensure on-time delivery
  • Provide hands-on program management during analysis, design, development, testing, implementation, and post implementation phases
  • Perform risk and change management on projects
  • Influence program/product direction and simplify complexity
  • Establish shared goals with product teams across the company to build alignment across multiple cross-functional teams and to build and scale products for Meta
  • Own the execution of or applying machine learning (ML)/artificial intelligence technologies

Minimum Qualifications:
  • B.S. in Computer Science or a related technical discipline, or equivalent experience
  • 15+ years of software engineering, systems engineering, hardware engineering, or technical product/program management experience
  • Hands-on technical depth with experience diving into system architecture, code, data pipelines, or infrastructure to drive informed decision-making and problem-solving
  • Proficiency with AI tools and an AI-native approach to work, including using AI to accelerate analysis, automate workflows, and enhance productivity
  • Experience delivering tech programs or products from inception to delivery
  • Knowledge of user needs, gathering requirements, and defining scope
  • Experience communicating and translating non-technical to technical (and vice versa) requirements and discussions to internal and external teams (including public-facing communication)
  • Experience describing features and/or system details and communicating technical information effectively
  • Experience tracking industry and market trends to assess new and external technologies/products to solve problems and demonstrated thought leadership
  • Communication experience and experience working with technical management teams to develop systems, solutions, and products
  • Organizational, coordination and multi-tasking experience
  • Experience using data-driven analysis to identify root causes, evaluate trade-offs, and inform technical or program decisions
  • Experience establishing work relationships across multi-disciplinary teams and multiple partners in different time zones
  • Experience working with product teams to build and deliver end-to-end customer focused products with technical knowledge of the underlying platforms and technologies
  • Experience developing or working directly on various aspects of large-scale ML/AI platforms

Preferred Qualifications:
  • Experience building or scaling a TPM community through mentorship programs, hiring initiatives, onboarding curricula, or cross-functional best-practice development
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Experience in Ads, advertising technology, or similar monetization domains
  • Experience with machine learning systems, including model development, ML infrastructure, or ML-powered product features
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience in influencing internal partners and stakeholders as a recognized thought leader in technical program management
  • Demonstrated experience redesigning program management workflows using AI tools and agents to drive measurable improvements in delivery quality, speed, or organizational scale
  • Track record of identifying and launching new focus areas or program disciplines within a large technology organization, including setting strategic direction and building the operational foundation from the ground up
