Spectra Tech is seeking a Software Developer 3 for Los Alamos, NM.

Summary

Supports software applications and systems by investigating, designing, documenting and implementing software solutions. Works with customers, product owners and end users to understand business needs. Develops concepts for information system solutions and evaluates the cost effectiveness of those concepts. Works collaboratively as part of a team, providing leadership and mentorship for others. Functions as a servant leader empowering other team members. Fosters strong relationships with customers, peers and service providers. Identifies and addresses productivity impediments and promotes work process improvements.

Has broad expertise or unique knowledge. Uses skills to contribute to the development of solutions that achieve goals in creative and effective ways. Develops and/or implements advanced concepts, techniques, and standards. Considered an expert in the field. Works on significant, unique or complex issues, providing innovative solutions. Has impact on success of future concepts, products or technologies. Works under consultative direction toward predetermined long-range targets. Assignments are often self-initiated and virtually self-supervisory. Provides technical direction and/or coordinates activities of other personnel. Job Duties

Safety and security are a primary responsibility for all Laboratory employees. Assures safety and security compliance, maintains required safety and security training, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
Devise logic procedures, flowcharts, and coding to design, develop, analyze, modify, test, debug and evaluates software to meet functional requirements for functional areas.
Develops conversion, system integration and system implementation plans.
Gathers reporting requirements and recommends and implements solutions.
Prepares and obtains approval of system and programming documentation.
Arranges, prepares and conducts meetings, workshops and presentations as required.
Provides training and support for end-user customers in PA and in other Laboratory functions as required. Trains users in conversion and implementation of system.
Adheres to Laboratory and IST policies and programs concerning the Laboratory's information systems.
Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting information system policies or programs; recommends changes in development, maintenance, and system standards.
Utilizes formal Agile and Scrum project management methodologies; gathers customer requirements; performs risk management functions; performs capacity and availability planning for computing infrastructure; performs effective communication both, verbal and written, at all levels.
Fosters a mutually respectful and inclusive work environment that is free from discrimination and harassment.
Job Knowledge

Knowledge of software development methodologies, tools and processes, including software development methodology framework source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.
Knowledge of hardware and operating systems including system architectures, network infrastructures, and client server principles.
Knowledge of hardware and software integration and testing. Ability to partner with customers.
Ability to review and understand end-to-end work processes.
Ability to translate technical terms to layperson's terms and present them to non-technical audiences.
Skill in working closely with customers and suppliers to define expectations and mutual responsibilities.
Agile/Scrum certification and experience preferred.
Strong web-development and specialization experience required, especially with ASP.NET, Bootstrap.
CMS/SharePoint/Web Content Systems experience required.
UI/UX or graphic design/web interface design required.
Experience with Node.js, JavaScript, HTML, jQuery, Bootstrap, and REST APIs.
Experience with SQL and relational databases (PostgreSQL, MySQL, etc.)
Familiarity with LANL Project Management Software Application Portfolio (P6, COBRA, CRES, Integrify etc.) desired.

Education

Position requires a Bachelor's Degree in a relevant field and 8 years related experience; or an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.

Receives functional and operational direction from a designated Project Analytics Information Systems and Technology supervisor.

Monitors work of less experienced personnel as designated.
May direct personnel within a discipline on special segments of a project, if assigned.
