Job description

MTSI is seeking a Senior Project Manager with Agile and Configuration Management (CM) experience to provide Systems Engineering and Technical Assistance (SETA) support to the United States Space Force (USSF) Space Systems Command (SSC) in El Segundo, CA, to support of the sustainment of the Space Digital Ecosystem and iNtegration (SpaceDEN) system. The candidate will work in a multi-level classified environment to include Special Access Program (SAP) activities. The successful candidate will possess excellent problem-solving skills, initiative, strong written and verbal communication skills, and the ability to collaborate effectively with cross-functional teams. The candidate must be a U.S. citizen.
Your essential job functions will include but may not be limited to:
  • Report directly to and coordinate with Program Manager on various efforts tied to cost, schedule, and performance
  • Three critical areas of support: Project Management, Hybrid Agile execution/management, program Configuration Control Board (CCB) facilitation
  • Working independently for the customer at the client site, must be able to maintain requisite security clearances and accesses
  • Leading the development effort of delivery team, ensuring work is prioritized based on business value and in coordination with other PMs and technical leads using hybrid Agile methods
  • Familiarity with Department of War (DoW) and USSF policies, processes, and procedures to support and sustain SpaceDEN
  • Work with the Program Manager overseeing business aspects of the project, ensuring that the right product is being built in the right order, within budget, and by the deadline
  • Support information, work prioritization, and decision-making within the Agile team
  • Drive the CCB process as the primary secretary and facilitator
  • Coordinating and monitoring the Scrum process from initiation through delivery, ensuring that all targets and requirements are met
  • Assist in developing, reviewing, and updating applicable documentation for SpaceDEN management requirements across the full spectrum of actions required to award contracts
  • Supporting all aspects of the platform enterprise activities as needed, including interaction with other government organizations internal and external to USSF
  • Support efforts analyzing strategies, requirements, and objectives for issues that specifically impact program availability, performance, interoperability, or capability
  • Coordinating and monitoring the Scrum process from initiation through delivery, ensuring that all targets and requirements are met
  • Promoting self-organization, removing impediments, and maintaining team productivity while ensuring flexibility to rapidly respond to changes
  • Provide technical and program recommendations to Program Manager and Government officials leveraging previous experiences and concrete analysis

Qualifications
Required Experience:
  • At least 5 years of experience as Scrum Master or Project Manager OR 3 years of experience as a Scrum Master or Project Manager with a related M.S. degree
  • At least 5 years' experience or assignments of program or project management
  • Skill in collaborating and networking across the USSF, DoW, and intelligence communities
  • Proficiency in reading and interpreting requirements documents to identify, communicate, and synthesize key aspects for current and future projects
  • Ability to work independently with minimal daily oversight and dynamic tasking from multiple projects
  • Skill in synthesizing information to understand and communicate challenges to find and relay answers to leadership and teams
  • Hands-on experience with Jira, Confluence, and Microsoft Project developing and executing program structure
  • Proven experience or knowledge in the following areas: CCB process, Agile methodologies, and Project Management
  • Proven ability to lead and work in cross-functional teams

Desired Qualifications:
  • Relevant DoD and/or Industry work experience in Space Systems Comman
  • Familiarity with security procedures while working in a SCIF/SAPF environmentExperience with DoD Acquisition Lifecycle experience and/or Rapid Acquisition / Rapid Delivery experience
  • Understands Digital Engineering execution and strategy
  • Experience with RMF processes and Cloud execution

Clearance Requirements:
  • Top Secret, SCI, and SAP eligible (U.S. Citizenship is required)
  • Willingness to submit to a Counterintelligence polygraph

Education Requirements:
  • B.S. in STEM related specialty
  • M.S. in STEM related specialty (12 years work experience may be substituted for M.S.)
  • PMI Certifications (desired): PMI Agile Certified Practitioner (PMI-ACP) certification, Project Management Professional (PMP)
  • Certified Scrum Master (CSM) (desired)
  • SAFe Certifications (desired): Scrum Master and SAFe for Teams and Government, SAFe PO/PM or SAFe Advanced Scrum Master

Location/Travel Requirements:
  • Full-time, on site in vicinity of El Segundo, CA
  • Partial Hybrid with proven performance and customer concurrence
  • Will require travel up to 10% of time within the continental United States

The pay range for this position in California is $110,000/year to $145,000/year; however, base pay offered may vary depending on established government contract wages, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
