Description
The San Mateo County Sheriff's Office is seeking an experienced and collaborative strategic financial leader to serve as a Management Analyst within the Fiscal Bureau. Reporting to the Financial Services Manager II, this position plans, organizes, supervises, and coordinates professional fiscal operations in support of one of the County's largest public safety agencies.
The Management Analyst is responsible for managing one or more functional areas within the Fiscal Bureau, which may include budget development and administration, accounting and financial reporting, financial analysis, contract and fiscal monitoring, grants administration, internal controls, management analysis, research, program evaluation, and other related fiscal operations. Specific assignments are based on organizational needs and may evolve over time.
This position provides strategic financial guidance to Sheriff's Office leadership, oversees the work of supervisory, professional, technical, and administrative fiscal staff, and ensures compliance with County policies, governmental accounting standards, and applicable federal, state, and local laws and regulations. The incumbent will collaborate with Sheriff's Office divisions, County departments, and external partners to support sound fiscal stewardship, organizational excellence, and continuous process improvement.
The ideal candidate is a proven leader with strong governmental finance experience in budgeting, accounting, or a combination of both. They possess exceptional analytical and problem-solving skills, communicate effectively with a variety of audiences, and have a demonstrated ability to develop staff, manage complex financial operations, and build collaborative relationships across the organization.
Examples of Duties
Duties may include, but are not limited to:

• Plan, organize, direct, and evaluate assigned Fiscal Bureau operations.
• Supervise, mentor, develop, and evaluate supervisory, professional, technical, and administrative fiscal staff.
• Direct and oversee assigned fiscal functions, including budget development and administration, accounting operations, financial reporting, financial analysis, contract and fiscal monitoring, grants administration, and related fiscal activities.
• Develop, monitor, and analyze operating and capital budgets; prepare financial forecasts; evaluate revenues and expenditures; and recommend corrective actions.
• Oversee accounting operations, reconciliations, financial reporting, year-end closing activities, and internal controls, as assigned.
• Maintain budgetary, accounting, and auditing controls to ensure the integrity of the Sheriff's Office's financial operations.
• Review and monitor the fiscal components of contracts, funding agreements, and grants to ensure financial compliance, accountability, and appropriate use of public funds.
• Research, analyze, and resolve complex fiscal, operational, and organizational issues; develop recommendations to improve financial performance and business processes.
• Prepare and present financial reports, budget recommendations, forecasts, and management analyses to Sheriff's Office leadership and County stakeholders.
• Develop, implement, and evaluate fiscal policies, procedures, reporting tools, and internal controls to improve efficiency and ensure compliance.
• Coordinate fiscal activities with the County Manager's Office, Controller's Office, Human Resources, and other County departments.
• Develop and oversee financial reporting systems, statistical analyses, cost analyses, and program evaluations to support informed decision-making.
• Lead strategic initiatives and special projects related to fiscal management and organizational effectiveness.
• Perform related duties as assigned.

The ideal candidate will possess:

• A Bachelor's degree from an accredited college or university in accounting, finance, auditing, business administration, public administration, economics, or a closely related field. Local government experience is helpful.
• At least three years of increasingly responsible experience managing governmental budgeting, accounting, financial reporting, financial analysis, or other public sector fiscal operations.
• Experience and knowledge of supervising and developing professional fiscal staff.
• Thorough knowledge of governmental budgeting, accounting principles, financial reporting, and internal controls.
• Strong analytical, organizational, and project management skills.
• Experience preparing and monitoring operating and capital budgets, financial forecasts, and management reports.
• Excellent written and verbal communication skills, including the ability to present complex financial information to executive leadership.
• The ability to establish and maintain collaborative working relationships with Sheriff's Office leadership, County departments, auditors, funding agencies, and external partners.
• A proactive approach to identifying process improvements and implementing innovative financial solutions.
• Experience with public sector finance, governmental accounting, grants administration, and County financial systems is highly desirable.

Qualifications
Training and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be at least three years of professional administrative experience for the Management Analyst level.
Knowledge of:

• Advanced principles and practices of governmental accounting, budgeting, financial planning, and financial reporting.
• Financial management, internal controls, auditing, and fiscal compliance.
• Research methods, statistical analysis, and program evaluation techniques.
• County department operations, administrative practices, and organizational principles.
• Applicable federal, state, and local laws, regulations, and reporting requirements affecting public sector finance.
• Computer applications and financial management systems used to support governmental fiscal operations.

Skill/Ability to:

• Plan, organize, supervise, and evaluate the work of professional, technical, and administrative staff.
• Analyze complex financial and operational issues and develop sound recommendations.
• Interpret financial policies, regulations, and procedures and implement effective solutions, as necessary.
• Prepare and present comprehensive financial reports, forecasts, and budget recommendations.
• Perform complex financial, mathematical, and statistical analyses accurately.
• Coordinate fiscal activities across multiple divisions and County departments.
• Communicate effectively, both orally and in writing, with technical and non-technical audiences.
• Establish and maintain effective working relationships with employees, executive leadership, County departments, outside agencies, and other stakeholders.
• Manage multiple priorities while exercising sound judgment, discretion, and initiative in a dynamic public sector environment.
