Job Description

AECOM seeking a skilled and experienced Smart Water & AMI Consultant to join our growing water utility practice. In this role, you will serve as a subject matter expert and trusted advisor to municipal and regional water utilities navigating complex AMI procurements, program deployments, and digital transformation initiatives. You will lead owner's engineer engagements, support procurement processes, and deliver technical and strategic guidance that helps utilities maximize the value of their metering investments.

This position is ideal for a seasoned professional who has worked inside a utility or directly alongside one - someone who understands the operational realities of meter-to-cash workflows, the vendor landscape, and the organizational dynamics that drive (or stall) large infrastructure programs.

This will be a hybrid position including a combination of both remote, in-office and travel, that can be based out of any AECOM office within the US. 

Responsibilities will include, but not be limited to:

Program Advisory & Owner's Engineer

  • Lead owner's engineer engagements supporting utility clients through AMI vendor selection, pilot design, full deployment, and program close-out
  • Advise utilities on AMI system architecture decisions including Point to MultiPoint, RF mesh, cellular, LoRa Wan and hybrid communication technologies
  • Develop and manage AMI KPI frameworks to track performance against technical, operational, and financial benchmarks
  • Facilitate and lead steering committee meetings, technical workshops, and stakeholder sessions

Procurement & Vendor Evaluation

  • Draft and review RFPs, technical specifications, evaluation criteria, and contract language for AMI hardware, software, and services
  • Conduct structured vendor evaluations using quantitative scoring methodologies across technology, commercial, and operational dimensions
  • Perform cost-benefit analyses, total cost of ownership modeling, and rate impact assessments
  • Support contract negotiations between utility clients and AMI vendors

Technical Analysis & Strategy

  • Assess meter data management (MDM) systems and MDMS-to-billing integration readiness
  • Evaluate non-revenue water (NRW) programs and identify AMI-enabled leak detection and loss reduction strategies
  • Advise on IT/OT integration including SCADA, CIS/billing, GIS, and customer portal connectivity
  • Develop business cases for AMI investment aligned to utility drivers including water conservation, operational efficiency, and regulatory compliance

Business Development & Thought Leadership

  • Support proposal development including technical approach, scope of work, and fee estimation for AMI pursuits
  • Contribute to white papers, conference presentations, and industry working groups (e.g., AWWA, WaterNow)
  • Build and sustain relationships with utility clients, technology vendors, and industry peers
Qualifications

Minimum Requirements:

  • BA/BS in engineering, Business, Environmental Science, Public Administration, or a related field + 8 years of experience working for or directly with water organizations in an AMI, metering, or smart water capacity or a demonstrated equivalency of experience and/or education
  • Experience with end-to-end AMI deployment or major metering infrastructure upgrade
  • Experience with the AMI vendor landscape including platforms such as Itron, Sensus, Neptune, Kamstrup, Master Meter, Badger Meter, and comparable systems
  • Experience with meter data management (MDM) systems and their integration with CIS/billing platforms
  • Ability/willingness to travel 25% - 50% of the time

Preferred Qualifications

  • Graduate degree in a relevant technical or business discipline
  • Experience working as an owner's representative or independent technical advisor on behalf of a utility client
  • Working knowledge of non-revenue water (NRW) concepts, water loss auditing, and AMI-enabled leak detection
  • Experience reviewing or drafting procurement documents including RFPs, technical specifications, and contract terms
  • Understanding of municipal utility drivers including rate structures, regulatory requirements, conservation mandates, and capital planning
  • Active participation in AWWA or similar industry organizations
  • Familiarity with AMI data analytics platforms and customer engagement portals (e.g., Itron Temetra, Badger BEACON, Xylem Vue)
  • Exposure to lead service line replacement (LSLR) programs and AMI's role in supporting compliance and community outreach
  • Project Management Professional (PMP) certification or equivalent
  • Experience supporting utilities receiving IIJA/BIL, WIFIA, or SRF funding for AMI capital programs
  • Knowledge of water sector cybersecurity standards applicable to AMI and OT environments
  • Excellent verbal and written communication skills with the ability to present complex technical topics to non-technical stakeholders
