CONTINGENT UPON CONTRACT AWARD Position Summary

The Non-Tactical Vehicle Fleet Management Analyst will provide enterprise-level program support for the Army Reserve Non-Tactical Vehicle program. The analyst will serve as a technical subject-matter resource for fleet policy, vehicle accountability, data validation, utilization, operator compliance, investigations, training, budgeting, and fleet optimization.

The position will coordinate with Army Reserve fleet managers, supported commands, Headquarters Department of the Army, the General Services Administration, and other program stakeholders.

Key Responsibilities

Provide technical and analytical support for the Army Reserve NTV program.

Serve as a subject-matter expert on Army Reserve non-tactical fleet management.

Verify that personnel participating in the NTV program comply with applicable regulations and policies.

Provide guidance on fleet-management practices, efficiency, policy, and procedures.

Retrieve and analyze monthly fleet data from GSA Drive-Thru.

Analyze inventory, maintenance, mileage, expenses, accidents, misuse reports, investigations, and safety-recall information.

Prepare and distribute monthly and quarterly fleet reports.

Support the Army Reserve NTV Fleet Manager in preparing biannual reports.

Serve as the central point of contact for vehicle misuse and serious-incident reports.

Process and track misuse reports, accident reports, and investigations.

Monitor investigative deadlines and ensure required submissions are made to higher headquarters.

Educate Army Reserve personnel on safe vehicle operations, licensing, official use, policies, and procedures.

Maintain and coordinate a formal NTV training program.

Schedule required instruction, classrooms, and associated travel.

Draft and update NTV regulations and policy for Government review.

Monitor annual NTV budget ceilings and fleet resourcing levels.

Coordinate vehicle transfers among Army Reserve commands.

Validate GSA Drive-Thru addresses, points of contact, mileage, and related fleet data.

Assist Readiness Divisions and Functional Commands with Defense Property Accountability System entries.

Create equipment pools and update vehicle profiles, mileage, garaging locations, points of contact, and transfer records.

Support Vehicle Utilization Review Boards and the Vehicle Allocation Methodology process.

Review board results for completeness, accuracy, efficiency, mission need, and proper approval.

Analyze vehicle requirements involving alternative-fuel, hybrid, plug-in hybrid, and zero-emission vehicles.

Support staff-assistance visits and fleet inventory optimization.

Review requests submitted through the Customer Acquisition Module.

Participate in Army and USARC fleet-management teleconferences and meetings.

Support the annual Army NTV Managers meeting and related program activities.

Minimum Qualifications

Experience supporting vehicle fleet management, logistics, property accountability, transportation, or a related program.

Knowledge of fleet inventory, utilization, maintenance, accountability, and compliance practices.

Ability to analyze fleet data and prepare timely reports and recommendations.

Experience coordinating with multiple commands, fleet managers, or program stakeholders.

Strong organizational, analytical, training, and communication skills.

Proficiency with Microsoft Office applications.

Ability to travel to Army Reserve locations as required.

Secret security clearance; an interim clearance is acceptable pending final approval.

Preferred Qualifications

Experience supporting Army, Army Reserve, DoD, or federal fleet-management programs.

Familiarity with GSA Drive-Thru, DPAS, CAM, VURB, and the Army Vehicle Allocation Methodology.

Knowledge of AR 58-1 and other applicable federal and DoD vehicle-management requirements.

Experience processing vehicle misuse, accident, serious-incident, or investigation documentation.
