Job description

Responsibilities:

This position requires site visits around the country and overseas. The Senior Estimator/Precon Manager is responsible for evaluating scopes of work, performing quantity takeoffs, attending site visits, and preparing cost estimates along with their companion narratives and written scopes for medical construction/renovation projects and site work. Typical scopes of work in cost estimating includes architectural, civil, structural, process mechanical and pipe work, electrical and instrumentation. This individual will also assist project managers and project quality control managers with procurement of subcontractors and vendors, preparing subcontracts, and attending meetings (both pre-con and onsite). Duties and Responsibilities include, but are not limited to the following:

  • Plan, coordinate, perform and supervise all estimating efforts for each project assigned.
  • Identify/qualify new subcontractors throughout CONUS/OCONUS.
  • Contribute to developing and maintaining subcontractor database.
  • Prepare in-house estimates using Timberline, RS means, excel workbook, or other estimating software, in order to evaluate reasonableness of subcontractor quotes.
  • Perform pre-site visit planning activities with consultants and subcontractor(s) teams prior to site visits.
  • Attend pre-proposal site visit(s) as required.
  • Lead proposal teams to create proposal winning strategies
  • Create and publish a schedule for completing each design/build proposal.
  • Schedule and lead weekly proposal team meetings.
  • Consult with clients, vendors, designers and other in-house personnel to discuss and formulate estimates, create scope/technical narratives and complete proposals that FULLY respond to RFP’s.
  • Identify risk issues and their order of magnitude.
  • Develop, Prepare and distribute Bid-Packages for sub-consultants and sub-contractors of all disciplines as required.
  • Review sub-consultant/contractor estimates and/or bid packages proposal to ensure accuracy and completeness prior to upward submission for approval.
  • Confer with engineers, architects, owners, contractors and subcontractors on changes and adjustments to cost estimates.
  • Develop scopes of work for lower tier suppliers and subcontractors to price for inclusion in overall estimate.
  • Assess cost effectiveness of products, projects or services, tracking actual costs relative to bids as the project develops.
  • Set up cost monitoring and reporting systems and procedures.
  • Conduct special studies to develop and establish standard hour and related cost data or to effect cost reduction.
  • Provide technical support with contract negotiations and change orders.
  • Provide preconstruction leadership on won projects leading up to the Pre-Construction Meeting. Specific tasks include:
    • Coordinating and leading initial site investigation activities on won design build/projects.
    • Attending the Site Investigation.
    • Coordinating and submitting the final design/build Site Investigation Report.
    • Lead subsequent design submittals and incorporating reviewer comments and culminating with the submittal of the Final Issued for Construction Documents.

Qualifications:

  • Fundamental knowledge of HVAC, electrical, building envelope, communication/electronic security systems, and fire protection features, and construction methodologies
  • Quantity surveying and estimating skills
  • Ability to create detailed, executable, and attainable project schedules communicating all phases of the project; design, preconstruction, construction and closeout.
  • Excellent communication abilities, including writing, speaking, and active listening
  • Knowledge of construction budgeting best practices
  • Good planning skills, including design execution, resource allocation, and contingencies
  • Understanding of local, state, and federal construction regulations
  • Problem-solving and decision-making skills
  • Effective leadership abilities, including time management, delegation, and prioritizing

Required Education, Experience, and Certifications:

  • 5+ years of experience required
  • Experience submitting winning proposals for renovation projects within operating healthcare facilities is strongly desired.
  • Renovation experience within operating Government healthcare facilities is strongly desired.
  • U.S. Army Corps of Engineers healthcare project experience is strongly desired.
  • Basic computer skills to include the operation of Procore, Microsoft Outlook, Word, Excel, Project (or P6), quantity survey applications such as Bluebeam or Onscreen Takeoff are required.

Position Type/Expected Hours of Work:

  • This is a full-time position. Consideration for specific hours should account for different time zones of project sites, project team members as well as the company’s home office.
