Senior Information Systems Engineer Position Title: Senior Information Systems Engineer Location: Offutt AFB, NE Clearance Requirement: Final Top-Secret clearance with eligibility for Sensitive Compartmented Information (TS/SCI) Salary: $145k Position Overview The Senior Information Systems Engineer will provide A&AS engineering support for enterprise IT architecture and engineering activities supporting mission and enterprise systems. The role supports technical planning, lifecycle management, modernization, sustainment, and engineering analysis , with emphasis on enterprise compute, storage, backup, infrastructure, and platform capabilities. This position assists the Government in determining the best way forward for IT rationalization, modernization, sustainment, technical refresh, and engineered solution implementation across infrastructure, business processes, and operations. Key Responsibilities * Support development of the USSTRATCOM C4-IT Roadmap for lifecycle management and technical refresh planning. * Coordinate with J6 IT Service Managers using requirements management and requirements traceability processes to plan, scope, and budget for technical refresh, capability transition, and modernization efforts. * Assist Government Service Managers and Change Managers with drafting Statements of Objective (SOOs) for engineering projects. * Develop market research, Business Case Analyses (BCAs), Analyses of Alternatives (AoAs), and Courses of Action (COAs) to support decision-making on emerging technologies. * Assist in development of Independent Government Cost Estimates (IGCEs) and Rough Order of Magnitude (ROM) estimates for IT engineering projects. * Review and assess items submitted to the Change Advisory Board, including completeness, impacts, technical concerns, and implementation readiness. * Support technical solution reviews, change boards, and Production Readiness Reviews by providing technical comments, concerns, and recommendations to the J61 Government Architecture and Engineering Team. * Review IT test plans to ensure testing addresses requirements and properly assesses solution effectiveness and suitability. * Perform IT Service Management evaluations for assigned Knowledge Domain Areas using technical documentation repositories, management tools, metrics, and other defined resources. * Recommend improvement areas to J61 Government Leadership and J6 IT Service Managers. * Create, upload, edit, and maintain technical drawings, CMDB information, IGCEs, lessons learned, and other supporting documentation on the J61 SharePoint portal, file-share, or designated applications/tools. * Assist with IT project closeout evaluations and Production Readiness Reviews to confirm stated requirements and objectives are met. * Provide senior-level engineering expertise in creating, sustaining, modernizing, and integrating enterprise-wide compute, storage, and backup solutions. * Apply modern techniques and software-defined approaches for Infrastructure as a Service and Platform as a Service structures. * Use current tools and technologies supporting management and operations of data processing, storage, and backup systems supporting USSTRATCOM infrastructure, business processes, and operations. Required Qualifications * Minimum of one year of documented training or experience designing, deploying, and maintaining systems and capabilities that comply with DoD cybersecurity policies and regulations, including DoD 8500 series, DoD 8100 series, and CNSSI 1253; commercial or industry cybersecurity policy experience may be considered in lieu of specific DoD policy experience. * At least five years of experience demonstrating written and oral communication skills, including developing and presenting complex written products and oral briefings to senior leaders at the O-6/GS-15 level or higher, or equivalent industry executives. * Minimum of eight years of experience as an IT Systems Engineer with documented experience supporting systems engineering processes and associated technical processes. * Experience supporting systems engineering and technical processes including requirements tradeoff, cost estimation, technical assessments, technical planning, Configuration Control Boards, Capabilities Based Assessments, Integrated Baseline Reviews, lifecycle sustainment planning, information assurance/cybersecurity, requirements traceability, Statements of Objectives or Work, Systems Engineering Plans, Work Breakdown Structures, and technical audits. * A Master's degree in engineering or computer science may substitute for three years of systems engineering experience, and a Bachelor's degree in engineering or computer science may substitute for one year of systems engineering experience. * Senior-level specialized knowledge, skillsets, and experience creating, sustaining, modernizing, and integrating enterprise-wide compute, storage, and backup solutions. * Experience using new techniques and software-defined approaches for IaaS and PaaS structures. * Experience with current tools and technology supporting management and operations of data processing, storage, and backup systems supporting USSTRATCOM infrastructure, business processes, and operations. Certification Requirements * Must possess an active intermediate or higher technical certification, such as CompTIA Server+, INCOSE Associate Systems Engineering Professional (ASEP), Microsoft Certified: Windows Server Hybrid Administrator Associate, SNIA Certified Storage Networking Expert, or a similar Information Systems Engineering certification. * Personnel filling the Systems Requirements Planner role shall have one of the following certifications: CISSP, CompTIA SecurityX, GIAC Cloud Security Automation, GIAC Security Leadership Certification, or ISSEP. * As USSTRATCOM matures the DoD 8140 Cyber Workforce program, contractor personnel may be required to obtain applicable cyber-related certification within six months of notification. ] Security Requirements * Must be a United States citizen. * Must possess a final Top Secret security clearance with eligibility for SCI at time of task order award or prior to commencement of work. * Must comply with the task order DD254, DoD security requirements, USSTRATCOM cybersecurity and physical security instructions, in-processing and out-processing procedures, and applicable nondisclosure requirements.
