Position Overview

This senior-level position supports the Earned Value Management System (EVMS) and Project Controls System at Los Alamos National Laboratory (LANL). The role provides advanced expertise in cost engineering, cost estimating, cost analysis and control, planning, scheduling, financial reporting, and project controls.

The selected candidate will provide technical direction for cost engineering and planning/scheduling activities, identify cost and schedule trends requiring management attention, and develop innovative solutions for complex project controls challenges. This position operates with significant independence and is viewed as an expert within the field.

ResponsibilitiesProject Controls & EVMS
  • Support the Earned Value Management System (EVMS) and Project Controls System.
  • Provide advanced project controls expertise for projects with significant or non-routine requirements.
  • Identify, analyze, and communicate cost and schedule trends requiring management attention.
  • Develop innovative solutions to complex cost engineering, scheduling, and project controls issues.
  • Support project organizational and administrative activities.
  • Ensure assigned project controls activities are completed according to schedule.
  • Develop advanced concepts, techniques, and standards based on professional principles and theories.
Cost Engineering & Analysis
  • Perform cost estimating, cost analysis, and cost control activities.
  • Supervise cost engineering analysis and control activities as delegated.
  • Prepare and review, or supervise the preparation and presentation of, cost engineering activities.
  • Perform cost engineering functions including:
    • Cost estimating
    • Cost control
    • Cost analysis
    • Financial reporting
  • Identify cost trends and provide information requiring management attention.
  • Support cost engineering activities for projects, disciplines, and proposals requiring a high degree of technical expertise.
Planning & Scheduling
  • Supervise schedule development, maintenance, and monitoring activities.
  • Perform, monitor, and review planning and scheduling functions.
  • Support schedule development, schedule control, and schedule analysis.
  • Prepare and review, or supervise the preparation and presentation of, planning and scheduling activities.
  • Provide technical direction for planning and scheduling activities as delegated.
  • Provide schedule guidance and solutions to project teams.
Technical Leadership
  • Provide technical direction for cost engineering and/or planning and scheduling activities.
  • Provide leadership and guidance to technical and non-technical personnel.
  • Apply broad expertise and specialized knowledge to the development of project objectives and principles.
  • Address unusually significant, unique, or complex project issues requiring highly creative solutions.
  • Evaluate complex situations and data where analysis may require consideration of intangible factors.

Required QualificationsEducation & Experience
  • Bachelor's degree and a minimum of 12 years of related experience, or an equivalent combination of education and experience.
  • At this level, postgraduate coursework may be expected.
Project Controls Experience
  • Experience performing, monitoring, and reviewing planning and scheduling functions, including:
    • Schedule development
    • Schedule maintenance
    • Schedule control
    • Schedule analysis
  • Experience performing cost engineering functions, including:
    • Cost estimating
    • Cost control
    • Cost analysis
    • Financial reporting systems
  • Experience performing project controls activities in both field and home-office environments.
  • Intermediate-level understanding of general project controls technical skills.
  • Knowledge of engineering and/or construction management acquired through specialized instruction or practical experience.
Earned Value Management
  • Expert-level knowledge of Earned Value Management System (EVMS) tools and processes.
  • Knowledge of financial reporting systems and controller account codes.
  • Understanding of controller instructions impacting project controls, including:

  • Cost control and cost analysis experience.
  • Project scheduling experience.
  • Experience developing and implementing corrective actions.
  • Experience developing and delivering detailed and accurate project status reports.
  • Subject matter expertise and demonstrated experience with engineering functions and principles sufficient to understand, implement, and monitor technical projects.
  • Expert-level knowledge of EVMS tools and processes.
Level of Responsibility

This is an advanced subject matter expert position. The individual is expected to possess broad expertise or unique knowledge within project controls and use that expertise to develop objectives, principles, techniques, and standards.

The position works on unusually significant, unique, or complex issues and develops highly creative solutions. Assignments are often self-initiated, and the individual operates with substantial independence under consultative direction while working toward predetermined long-range objectives.
