Job Description:

Security Clearance:

• Secret clearance, or ability to obtain Secret. Resume must state the candidate's current clearance level.

Work Experience Mandatory:

• At least 6 years of experience developing code for and maintaining on-premises SailPoint installations. Must be capable of designing/architecting USAidgov/SailPoint, overseeing SailPoint database backup and architecture/performance, owning and reviewing code changes, overseeing workflow design, SailPoint processes/connectors, resolving synchronization/data-correlation issues, advising Government PMs, leading Junior SailPoint SMEs, and supporting escalated helpdesk tickets.

Education/Certifications Nice to Have:

• Bachelor's or Master's degree in Computer Science, IT, Cybersecurity, Software Engineering, Information Systems, or related field. SailPoint IdentityIQ engineering/architecture credentials, Okta certifications, AWS certifications, Security+, CISSP, or related IAM/security credentials are desirable but not solicitation minimums.

Roles And Responsibilities:

• Serve as the senior technical authority for the USAidgov SailPoint IdentityIQ environment.
• Design and architect the overall USAidgov SailPoint system and ensure the architecture remains efficient and performant.
• Ensure appropriate SailPoint database backup processes are maintained.
• Take ownership of SailPoint code changes and ensure independent validation and code review before incorporation into the system codebase.
• Provide technical and design oversight for SailPoint workflow development supporting internal and external account-management functions.
• Develop and enhance SailPoint workflows for user lifecycle management, entitlement provisioning, identity refreshes, aggregation tasks, automated provisioning/deprovisioning, and certification campaigns.
• Oversee SailPoint daily processes and connectors and rapidly resolve synchronization and data-correlation issues.
• Configure and enhance the SailPoint Okta Connector, SailPoint-to-SailPoint MasterAPI connections, and other connectors/data-ingestion mechanisms.
• Develop and maintain CSV- and JSON-based user export mechanisms using approved methods such as SMB, SMTP, and APIs.
• Design and execute privileged and unprivileged user certification/recertification campaigns with customized routing rules and Government-defined selection criteria.
• Support integration between USAidgov, USAlogin, DOJ Login, and external identity providers, including Okta Org2Org integrations.
• Develop and maintain custom AWS Lambda scripting and support applicable on-premises scripting such as PowerShell.
• Conduct or oversee smoke testing, regression testing, UAT, deployment validation, and production releases.
• Maintain/administer USAidam Test and Production servers hosting SailPoint and Okta technologies and support routine patching/security updates.
• Support migration/integration activities involving Okta Government High Cloud/FedRAMP High.
• Provide recommendations to Government PMs regarding SailPoint architecture, design strategy, and new SailPoint feature releases.
• Lead and provide technical guidance to Junior SailPoint SMEs assigned to the USAidam DevOps team.
• Review junior engineers' technical work and assist with USAidam helpdesk tickets escalated to DevOps engineers.
• Troubleshoot SailPoint/Okta user-access and integration issues and support role-based entitlement management, application onboarding, and audit/reporting requirements.
• Support Zero Trust initiatives through identity governance, lifecycle controls, strong-authentication integrations, and related SailPoint capabilities.
• Maintain technical documentation, system design artifacts, testing documentation, release materials, and other required SDLC/security artifacts.
